The Citizens Portal allows parents/carers of children, to make applications for school places (including in-year admissions) and apply for free home to school transport.

SCHOOL ADMISSIONS
In Year Admissions (Changing schools or joining a school during the school year)
You can only apply for schools in Torbay Council’s area. To find out how to apply for schools outside of Torbay you will need to contact the local authority for that school. Please ensure you have read our admission guides before you begin by clicking here

Children with an Education, Health and Care Plan:
If you are moving into the area and your child has an EHCP, please contact the Torbay SEND team at send.coordinators@torbay.gov.uk to start the moving into area process.
Please ensure you tick the 'Does your child have an EHCP box' during this application.
You can no longer apply to Torbay School Admissions or via the online portal for a Specialist Educational Provision. If a child or young person has and EHCP and you would like to apply for a SEP please contact the SENDCO at your child’s current school and submit the SEP form.

Primary Transfer 2026
The Application Process for the new Reception intake in September 2026 opens on 1 November 2025 and will close on 15 January 2026.
Secondary Transfer 2026
The Application Process for the new Year 7 intake in September 2026 opens on 1 September 2025 and will close on 31 October 2025.
Children with an Education, Health and Care Plan: Please complete this form if your child has an Education, Health and Care Plan and you would like to apply for a mainstream school place. You can no longer apply to Torbay School Admissions or via the online portal for a Specialist Educational Provision, please contact the SENDCO at your child’s current school and submit the SEP form.

SCHOOL TRANSPORT
This Portal allows Parents and Carers to make an application for home to school transport.

After registering you will receive an email, you will need to click on the link in the email to activate your account.
