Some customers will receive an error message when registering with Planning Online, or when changing their Planning Online password. The error message appears after clicking the confirmation link sent to them via e-mail. The error can be ignored. It should be possible for all customers to register with Planning Online, log in and e.g. comment on a planning application. It should be possible for all customers to change their Planning Online password and log in using their new password. Torbay Council’s Planning Department has tested this. 

Planning Online’s developers are aware of this issue, which also affects other Planning Department’s web pages.

Please be advised that if you wish to comment on an application, you can do so by any of the following methods: via Planning Online, by email to, or by post to The Planning Department, Town Hall, Castle Circus, Torquay, TQ1 3DR. If submitting a comment by email or post, please quote the relevant application number.

We have had to change the way that some of our services operate to meet the guidelines set out by the government in response to the Coronavirus pandemic.

If you submit a planning application online via the planning portal you must pay the fee via the planning portal service.  The planning portal will not release the application to Torbay Council until the fee is paid. 

If you are not using the planning portal you can pay online by card once you have a reference at:

Alternatively fees can be paid either:

  • By cheque made payable to 'Torbay Council'. Enclose your cheque with your other documents and plans and send them to:

  • By card by telephoning 01803 207801 between 9am and 4pm. Please wait at least 5 working days after submitting your plans and documents before telephoning and this will have given us the time to register your application.

Exemptions from the fee

There are some cases where a fee is not required:

  • Re-submissions

    A free re-submission of an application can be made within 12 months of the issue of the Decision Notice for the previous application. The proposal must not differ in its type, character or description for the exemption to apply. 
  • Registered disabled persons 

    Please provide a letter from either a relevant medical professional (e.g. doctor, physiotherapist) or from Social Services outlining how the proposed development is for the benefit of the registered disabled person or persons.
