1. Key purpose of job
- To manage the Town Centre Officer function, ensuring a high-visibility presence in Torbay’s town centres and excellent service to residents, businesses and visitors.
- To direct the operational duties of the team ensuring a focussed and coordinated approach across town centres.
- To ensure the team enforce relevant legislation where necessary and proportionate and also support the enforcement work of teams within the wider Community Safety Department and Police.
- To provide a service that engages with residents, visitors and businesses as its core, promoting confidence in the Council’s commitment to Torbay’s town centres.
- Provision of a service that actively promotes and delivers crime, disorder and ASB reduction initiatives in collaboration with key internal and external stakeholders.
2. Anticipated outcomes of post
- That the Town Centre Officer Service enhances the experience of people visiting, living and working in Torbay’s town centres, with particular impact on increasing feelings and perceptions of safety.
- Reductions in ASB and the fear of crime and ASB within Torbay’s town centres – with responses to ASB dealt with in a timely way.
- That retailers are, and feel, supported with day-to-day challenges, knowing who their Officers are and how to contact them.
- The Town Centre Officer service proactively enforces relevant legislation and supports the enforcement activities of internal and external partners.
- The Town Centre Officer service is fully compliant with all legislative, health and safety and performance management requirements.
- That all interactions with vulnerable persons are trauma informed and promote safety and wellbeing.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To provide line management for the Town Centre Officers, including performance monitoring, supervision, rota-setting and recruitment duties.
- Ensuring that Town Centre Officer patrols cover core times of business and footfall and accommodate any specific initiatives being adopted to promote community safety or the cover of organised events.
- Ensuring that the service is high-profile, high-visibility, reliable and responsive to the needs and concerns of residents, businesses and visitors – communicating successes both internally and externally.
- Ensuring robust processes and procedures exist relating to the safe and secure conducting of duties relating to challenging ASB, enforcement, recording of data and evidence, safeguarding responsibilities, partnership working and health and safety.
- To conduct full range of Town Centre Officer duties such as patrolling, enforcement and community engagement.
- Ensure that the service has all necessary equipment (including uniform), PPE and training to undertake the roles safely and effectively.
- Identify areas for service development and improvement through the collation and analysis of qualitative and quantitative data.
- Represent the service at a variety of meetings / case conferences and any other forum to assist problem solving or promotion of the service’s functions and benefits.
- Work directly with colleagues in Safer Communities and wider department on community safety initiatives relevant to the town centres.
- Develop and maintain excellent working relationships with all relevant stakeholders, to build trust, confidence and effective / innovative responses to crime, ASB and vulnerability.
- To produce reports and other forms of information based on team activity and data recorded as and when required.
- Ensure the service responds to and reports environmental factors of concern appropriately, including instances of graffiti, encampments, fly-tipping / fly-posting, littering etc.
- To ensure that all Town Centre Officers are compliant with policies and procedures relating to conduct, ways of working, and organisational risk assessments.

- The role has direct line management responsibility for all current Town Centres Officers (5 staff at present).
6. Working environment and conditions of the post
- The post holder will be required to work with and challenge the behaviours of a wide cross section of society who can include some of the most vulnerable individuals with complex needs and prolific offenders in Torbay and therefore is likely to encounter various challenging interactions.
- To be the point of contact for the Town Centre Officer office environment, ensuring the adequate provision of lockers, desks and any other structural furniture needed to enable the team to function.
- The post-holder will be required to enter domestic properties where the occupants are unknown, and this may occur both within office hours or as part of out of hours investigations.
- A large proportion of the work will be conducted outside in all weathers, including in woodlands and parks etc.

- Normal physical demands commensurate with conducting foot patrols each shift.

- Access to shared team vehicle and pool of other departmental vehicles.
- Personally issued stab vest and body worn cameras to be carried at all times when patrolling or responding to an incident.

- The general public, businesses, residents’ groups, community groups and voluntary sector. Statutory agencies including Devon and Cornwall Police Service, Devon and Somerset Fire and Rescue Services, Torbay and South Devon NHS Foundation Trust, Registered Providers, National Probation Service, Officers of the Police and Crime Commissioner and Third Sector Organisations.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Childrens Services are the Safeguarding Leads for the Council.
- This post is office based at Torquay Town Hall but the post holder may be required to move their base to any other location within the Council at a future date.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post. Further vetting may be required by partner agencies.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
