1. Key purpose of job
- To manage and lead on a range of projects (which can be complex) focused on Culture & Events under the Torbay Heritage Place Programme.
- To prepare contractual documents and project briefs related to Torbay Heritage Place projects as developed by the Culture & Events team.
- To undertake detailed project management, including planning, scheduling and tracking of project timelines, budget spend, and milestones using appropriate tools and reporting.
- To assist in the delivery of the Torbay Culture Strategy and other programme and projects relating to culture and heritage.
2. Anticipated outcomes of post
- The Torbay Heritage Place programme consists of a portfolio of culture and heritage-based projects that are being well managed and delivering outcomes successfully.
- Torbay Council will successfully deliver the Torbay Heritage Place programme.
- The Torbay Heritage Place programme is helping to deliver Torbay Council’s Community and Corporate Plan.
- The Torbay Heritage Place programme is delivering an enhanced programme of heritage conservation, culture, and events within the historic environment across Torbay.
- The social and economic benefits of the culture and heritage offer within Torbay are maximised and opportunities are created for diverse audiences to engage with heritage.
- Torbay Council has a pipeline of culture & event projects in development for the 2026-2033 Torbay Heritage Place programme.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Represent Torbay Council at Heritage Places events and promote the achievements of Torbay Heritage Place locally, regionally and nationally.
- To prepare and monitor the marketing and communications content relating to Torbay Heritage Place including content for a Torbay Heritage Place website.
- To undertake projects and contract management in relation to Culture & Events, developing a range of specifications for procurement of different services, where necessary.
- To set up, publish and monitor dedicated social media handles for the Torbay Heritage Place programme.
- Carry out the day-to-day administration, operation and communication of projects in relation to Torbay Heritage Place programme ensuring their successful delivery.
- To execute work on behalf of the Torbay Heritage Place Working Group (Culture & Events) through business support.
- To build and maintain close working relationships with relevant partner organisations and communities across the Torbay.
- To work closely with the Torbay Heritage Place Historic Environment Programme Coordinator to ensure a consistency of approach and identify opportunities for collaboration.
- To participate in identifying needs and opportunities for new projects for the Torbay Heritage Place programme in collaboration with Council colleagues, partners and local communities, and make the case for them.
- Support the submission and management of funding applications for projects focussed on culture & events to the National Lottery Heritage Fund under the Torbay Heritage Place initiative.
- Ensure that projects align with Torbay Council's policy framework (including the Community and Corporate Plan), the agreed vision for Torbay Heritage Place and the Heritage Fund's investment principles.
- Assist in the procurement and oversight of specialist contractors as necessary to deliver projects under the Torbay Heritage Place programme; plan, schedule and track project timelines and milestones using appropriate tools.
4. Budgetary/Financial Responsibilities of the post
- Monitor grant specific budgets to ensure projects are completed within allocated budgets. Budgets will vary depending on the project but will typically be up to £250,000.
- To ensure that any budgets relating to the Heritage Places programme are properly spent in line with the Council’s standing orders and the requirements of the NLHF.
- Monitor and report to the Senior Project Officer if budget tolerance is exceeded.
5. Supervision/Line Management Responsibilities of the post
- Checking and allocating of work across multidisciplinary project teams (of up to 5 people) to deliver Culture & Event projects.
- Co-ordination and supervisory management of external consultants and contractors.
6. Working environment and conditions of the post
- The normal working environment will be hybrid, between being based at Tor Hill House with the Culture & Events team and home working (to be negotiated at interview).
- There will be some off-site and outdoor working, as and when events dictate (e.g. supporting Torbay Air Show which requires work in all weathers).
- There may be some infrequent evening work required.
7. Physical demands of the post
- Normal physical demands although the postholder will be required to undertake regular site visits to heritage sites and sites of cultural importance.
- The post will be mostly based with the need to use computer screens.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Childrens Services are the Safeguarding Leads for the Council.
- This post is office based at Tor Hill House, Torquay but the post holder may be required to move their base to any other location within the Council at a future date. The post holder may negotiate some days working from home (to be negotiated at interview).
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
