1. Key purpose of job
- To support the Harbour Master in the leadership, strategic direction, development and delivery of the Tor Bay Harbour Authority function, providing tactical leadership to facilitate the best outcomes for the Council.
- Working in partnership with the other Team Manager, be jointly responsible and oversee the safe, efficient and smooth running of Torquay, Brixham and Paignton Harbours ensuring that all relevant Health and Safety legislation and policies are adhered to.
- Jointly responsible with the other Team Manager for the day-to-day management of staff across the three Harbours, delegating responsibility and authority as appropriate to staff consistent with the requirements of the service.
- To ensure that the statutory obligations and operations of the Harbours, together with the relevant land-based harbour estate and all associated facilities and assets, are appropriately managed as required by the Council.
- To work closely and maintain positive relationships with stakeholders, partners and users of the individual Harbours to ensure understanding of and compliance with Harbour Byelaws and to protect the Councils assets, investments and reputation.
- To ensure that the facilities of the Harbour estates are available to users and are maintained in a good and safe condition.
- To work closely with the Council’s key partners and stakeholders to achieve planned outcomes on both a long and short-term basis internally and community wide.
- To deputise for the Harbour Master when required to do so.
- Attend the harbours outside of normal working hours as and when required. Working in conjunction with the management team to ensure 24 hour on-call cover, throughout the year, to meet the Council’s responsibility as a competent Harbour Authority.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To be the decision maker with regard to dynamic reactive events such as berthing plans, emergencies, pollution events, border force, national crime agency and coastguard interventions and ensure that these events do not create disruption or risk for the Harbour Authority.
- To work with the relevant Harbour team to ensure compliance with all Health and Safety Regulations within the Harbour Estate, including liaising with the Council’s corporate Health and Safety function. Ensuring that standards are maintained or improved, risk assessments undertaken and staff trained to ensure that an effective Health and Safety culture is fostered and maintained.
- To keep the Harbour Master regularly advised as to harbour issues, income targets, future requirements and problem areas.
- Work with the Harbour Master to develop costed and deliverable maintenance and improvement plans for the Harbour Estate.
- Direct and oversee the maintenance and cleansing of the Harbour infrastructure to the standard required by the Harbour Master, within budgetary constraints and in accordance with a set maintenance plan.
- Oversee the movement and parking of all vehicular traffic within and around each of the Harbours within the Estate, ensuring effective systems are in place to issue vehicle permits for authorised harbour users.
- Enforce all relevant Byelaws and Harbour Directives
- To provide specific oversight and liaison with the operators of the Brixham Fish Market to ensure compliance with all relevant legislation, best practice and lease arrangements.
- With support from the Harbour Master, to have oversight of allocated harbour budgets, ensuring that systems of budgetary accountancy and financial control are properly understood across the service and used and developed in line with the Council’s financial regulations and procedures.
- Assisting the Council in the promotion of Maritime Events within Tor Bay, on the beaches and along the coastline and in compiling and programming of such events, ensuring adequate berthing arrangements and supervision of quayside activities with event organisers. Attending liaison meetings with the relevant organisations as and when required.
- Assist in the maintenance of efficient harbour control using consistent overall management with an appropriate level of enforcement to ensure the Harbour Acts, Byelaws and Regulations are observed including taking witness statements, conducting interviews under caution and attending Court. The main Acts and Regulations are as follows:
- Harbours Act 1964.
- Merchant Shipping Act 1995.
- Tor Bay Harbour Act 1970 (as amended in 1983).
- Harbours, Docks and Piers Clauses Act 1847.
- Dangerous Goods in Harbour Areas Regulations 2016.
- Pilotage Act 1987.
- Statutory Instrument 2017 no. 279 Harbour, Docks, Piers and Ferries Harbour Directions Order.
- Tor Bay Harbour Authority Byelaws.
- Ensure the effective operation and maintenance of all navigational lights, marks and beacons. Complying with all requirements laid down by Trinity House including LARS, as well as enabling proper control over the navigation and safe berthing of all vessels utilising the waters and facilities of Tor Bay and its enclosed harbours.
- Monitoring the seasonal operation of commercial pleasure craft and angling boats, together with their kiosk or board site booking operation.
- Responsible for ensuring effective complaint management within the service and providing or ensuring the provision of an adequate response to any complaints in accordance with policy and published procedures.
- To advise the Harbour Master of major and strategic service specific issues that are likely to affect the policy framework and performance of the service by writing reports, attending briefings and Council meetings as required.
- Responsible for providing such support as may be required in response to Major Emergencies and business recovery. To include the requirement to attend Tor Bay, the enclosed harbours, the beaches and coastline outside of set working hours as and when required to deal with any matter requiring special attention e.g., oil pollution, hazardous substances, vessels adrift, bad weather, fire or other emergency, etc.
- To ensure that the Council meets its obligations under the Pilotage Act 1987 in the provision of a proper and safe pilotage service. May be required to undertake piloting duties on a relief basis (if suitably qualified).

- Assist in the oversight of all allocated Harbour budgets.
5. Supervision/Line Management Responsibilities of the post
- To undertake the line management and supervision of the following posts:
- Harbour Assistant Team Leader.
- Harbour Assistants x 5.
- To assertively and continually challenge teams to improve performance.
- To agree annual objectives and targets with the Harbour Master and ensure that these are cascaded to team members, including allocating work and determining priorities, monitoring performance, identifying training needs monitoring their performance through the Council’s appraisal process.
6. Working environment and conditions of the post
- The postholder will be required to work on the harbour estate, quays & piers, and afloat as well as office based. The postholder will be required to work in all weathers and as the decision maker especially in storm events. weather conditions.
- Responding to emergency situations may on occasion require call out to any harbour, beach, or coastal location, for example emergency incidents during bad weather.
- It will be necessary on occasion to undertake piloting duties and lead towing operations, on a relief basis, requiring the post holder to climb pilot ladders, haul lines and chains and work on ships at sea. Dependent on level of qualifications and experience.

- Required to manually move heavy and awkward vessels in the boat park.
- Required to manually move moored vessels.
- Required to haul towing lines and chains, climb narrow and steep ladders – onshore and at sea.
- Required to lift and operate heavy equipment such as anchors, buoys and pontoons.

- Will be required to operate and be responsible for the Harbour workboat.
