1. Key purpose of job
- To be responsible for the day to day supervision of the Beach and Resorts Officers.
- To supervise and oversee the operation of the beaches team, and locations to maintain compliance with all legislation and regulations related to the service.
- Ensure the provision of guidance and instruction to the beaches team while ensuring safe practise and working environments, whilst promoting a Health and Safety culture.
- To support the sustainable delivery of an effective, efficient and compliant beach service.
- To work with the Beach Service Manager, Harbour Masters, Senior Managers, Key Partners and stakeholders to achieve planned outcomes on both a long and short-term basis internally and community wide.
- To lead by example and secure employee and beach users’ engagement.
- To promote a Health & Safety culture.

- An efficient, effective, and professional service that, as a minimum, works to the set plans delivering high-quality outcomes and safe well-maintained beaches and promenades.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Works closely on a day-to-day basis with the Beach Service Manager to identify and schedule beach tasks. This would include identifying the resources and manpower required for each task.
- To provide day-today supervision of the Beach and Resorts officers, including seasonal staff as required, in order to maximise and utilise them efficiently.
- Ensuring all beaches staff are briefed on the roles and responsibilities required of them. Ensuring that all staff are briefed on the roles and responsibilities required of them.
- Maintaining and updating all relevant records, to include a log of all equipment and tools with inspection/servicing dates, using the appropriate asset registration system.
- Provide regular communication and reports are being sent to the Beach Service Manager, such as outstanding works, scheduled works, inspection finds etc., to maintain effective service delivery and highlight issues that may adversely affect service delivery.
- Assigning tasks to the beaches team and ensuring all materials needed are ordered in time to complete scheduled tasks, including the creation of work instructions where necessary.
- Assisting the Beach Service Manager to enforce Harbour Byelaws. Ensuing that an effective health and safety culture is fostered and maintained.
- Driving beaches vehicles as required when on duty. Vehicles must only be driven by persons holding a full current driving licence who have also passed the appropriate Council test.
- Actively engage with other team members within the Council to ensure a collaborative and seamless integration of service provision to both internal and external clients.
- Motivate and lead teams effectively as well as recognise any training needs, along with providing active encouragement to support achievement. To do this by providing clear goals and standards that need to be achieved.
- Ensuring and maintaining the high standards of service through assessing the quality of work of others and signing off the work.
- To provide a high level of customer service when responding to queries from members of the public providing necessary advice and perhaps having to use some tact and diplomacy as well as a level or persuasion in some situation. Where required, sign posting the member of the public to other departments where required for any other types of advice or formal complaints.
- Support with effective complaint management by ensuring that all facts, context and data is made available to managers to ensure an adequate response to any complaints can be made in accordance with policy and published procedures.

- Handling of card payments when renting out deckchairs, beach huts etc.
5. Supervision/Line Management Responsibilities of the post
- Supervision and day to day job tasking of the Beach & Resorts Officers comprising of up to 3 permanent staff.
- Quality control of works undertaken and signing off the work of others or advising of any remedial actions required.
- Ensuring that corporate and consistent processes are undertaken.
6. Working environment and conditions of the post
- Manual role working predominantly outside around Torbay beaches and promenades.
- Working in all kinds of adverse weather conditions without the ability to make a choice to not work in bad weather conditions.
- Removal of dead mammals and birds from beaches.
7. Physical demands of the post
- Lifting, carrying, pushing, pulling of beach furniture, beach huts and other equipment.
- Manual handling of disability ramps and matting.
- Removal of rubbish and heavy marine debris on beaches including items washed up from sea.
- Traversing uneven ground such as rocks to access beaches, which could be slippery at times.
- Daily walking of approximately 2 miles.
- Manual handling including manoeuvring huts onto flatbed trucks.
8. Specific resources used by the post
- Required to drive Council vehicles.
- Use of petrol blower, strimmer and lawn mower may be required. Use of pressure washer, generator and power tools.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children’s Services are the Safeguarding Leads for the Council.
- This post is based at Parkfield but the post holder will be required to move their base to any other location within the Council as required.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
