1. Key purpose of job
- To encourage, promote and advise on the restoration, repair and delivery of conservation schemes for the historic environment, including privately and publicly owned heritage assets.
- To lead on the production of Conservation Management Plans for Torbay Council owned site and to advise on works relating to the management of Torbay Council owned heritage assets and assist with the management and monitoring of related projects as requested.
- To contribute to the development and delivery of the Torbay Heritage Strategy and the Torbay Heritage Place Programme.
- To maintain and develop working relationships with heritage contractors working within Torbay and assist in the delivery of training programmes to improve heritage skills within the Bay.
- To assist in the development and implementation of a local Heritage at Risk Register and Action Plan.
2. Anticipated outcomes of post
- Sustaining and enhancing the historic environment of Torbay through proactively working to maintain and improve the condition of heritage assets within the Bay.
- Successful delivery of the Torbay Heritage Place Development Year and main programme, Torbay Heritage Strategy and other programmes and projects related to the historic environment.
- Efficient and effective conservation management of Torbay Council owned heritage assets.
- Greater access to, and deployment of, heritage skills across the Bay.
- All building and maintenance projects relating to the historic environment within the Bay are designed in a technically competent and professional manner.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Lead on the production and maintenance of a full list and condition assessment of all listed assets (buildings, structures, memorials, statues and monuments) and ‘heritage street furniture’ within the Councils ownership as well as the production and ongoing review of condition surveys of buildings, sites and areas of heritage value within the Bay.
- Support the review and implementation of suitable digital surveying platforms for use within the historic environment.
- Contribute to the monitoring, reporting and evaluation of the Torbay Heritage Place Programme.
- Identify, manage and award grants available to maintain and repair listed buildings and historic buildings within Torbay’s conservation areas and facilitate the regeneration of empty historic properties back into sustainable reuse.
- Assist in the production and maintenance of a local Heritage at Risk Register and Action Plan as well as a list of locally listed heritage assets.
- Assist in the production and review of Conservation Management Plans for a number of strategic sites within the Bay.
- Support the production and maintenance of a Torbay Heritage Skills Audit and develop working relationships with heritage contractors working within Torbay and assist in the delivery of training programmes to improve heritage skills.
- Build and maintain a close working relationship with Torbay Council’s Property Services and Facilities Management Teams and others who are involved with care and management of Torbay Council’s historic assets.
- To assist in the preparation and review of Conservation Area Management Plans.
- To advise on corporate work relating to the management of council owned heritage assets and assist with the co-ordination, management and monitoring of projects as requested.
- Keeping abreast of current legislation and taking appropriate measures regarding Health and Safety, Carbon reduction technology, COSHHE, Asbestos, Building Regulations and the CDM Regulations, Pollution of the Environment, etc, and disseminating information where appropriate.
- Liaising with Architects, Project Managers, Contract Managers, Electrical & Mechanical Engineers and Clerks of Works etc., in respect of relevant projects both internal and external, to assist in the preparation, promotion and progress of repair, maintenance and construction schemes for heritage assets and areas.
- Assisting with survey, plan and production of documentation, reports, graphical material and plans to support the ongoing management of council -owned heritage assets.
- To assist in developing and implementing physical and intellectual access to the heritage of the bay.
4. Budgetary/Financial Responsibilities of the post
- The post holder has no direct budget responsibilities but will be required to ensure that any budgets relating to the heritage function at Torbay Council are properly spent in line with the Council’s standing orders.
5. Supervision/Line Management Responsibilities of the post
- No direct supervision but may from time to time be required to oversee the work of more junior staff. Expected to work independently.
- Supervises multidisciplinary project teams to deliver historic environment projects.
- Post holder will report to the Principal Historic Environment Officer.
- Management of external consultants and contractors.
6. Working environment and conditions of the post
- Office environment with some elements of on-site work which will include meetings with tenants and clients. The post holder can be called out of the office at short notice.
7. Physical demands of the post
- The post will be office based with the need to use computer screens.
- Regular site visits to existing heritage sites and proposals within sites of heritage importance.
- Confidently access scaffolds and construction sites.
8. Specific resources used by the post
- Regular computer use with relevant software packages and mobile plan viewing/measuring equipment and programmes.
- Continuous access to transport is required as the job can entail travelling to multiple locations sometimes in the same day and where public transport timetabling is unlikely to meet this requirement.
9. Key contacts and relationships
- External - The public, landowners, businesses, residents’ groups, Torbay Community Development Trust, Torbay Coast & Countryside Trust, community groups including Neighbourhood Plan Forums and the voluntary sector. Statutory agencies including Historic England, Heritage Fund, Arts Council, Devon and Cornwall Police, Devon and Somerset Fire and Rescue Services, Brixham Town Council. Architects, Agents and Developers, external consultants and contractors.
- Internal - Officers within the Spatial Planning Business Unit and the Culture & Events Team, Officers of other groups within the Council (highways, environmental protection, property services etc.), Managers and officers of other Directorates (e.g., legal services, estates, finance, housing children’s services etc.), Elected Members of Torbay Council.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
