1. Key purpose of job
- To lead on the creation and management of the Children’s Services Power BI and analytical solutions in order to turn data into knowledge.
- To be responsible for translating the day-to-day business needs of Children’s Services into technical specifications using Power BI and other systems.
- To work with Departments and the Business to identify Key Performance Indicators (KPIs), develop business rules and business analytics, create reports and dashboard, as well as other delivery methods.
- To be responsible for the conversion of raw data into meaningful insights through interactive and easy-to-understand dashboards and reports that meet the needs of all levels of the Service.
- To be responsible for the development and administration of Power BI tools along with complete knowledge of the Power BI system.

- Continuing on the data improvement journey and troubleshooting/problem solving to ensure the stability of the information and data systems.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To create complex reports using multiple tools such as SQL Server Reporting Services and Power BI for internal and external use.
- Decides which and writes scripts (in SQL Server using T-SQL) to extract the required data from the data warehouse, checking the accuracy of the data and releasing it as a report.
- Identifying and correcting errors in data, reporting and scripting.
- To be responsible for gathering and documenting functional and technical report requirements and for translating those requirements into reporting solutions.
- To work with colleagues at all levels of the service, including business leaders at a strategic level and service users to understand the business reporting requirements and recommends suitable reporting solutions where necessary.
- To be responsible for the development of in-depth understanding of underlying data, data structures, and business uses to ensure any reports, dashboards etc. meet the needs of the service.
- To be responsible under the direction of the Service Manager Business Intelligence for the data warehouse development and work with SSAS, SSIS, and SSRS.
- To create test cases and work with the Quality Assurance Team through the Torbay Learning Academy to ensure accurate and complete testing.
- To create technical documentation of report logic and processes.
- To work with other Analysts from with the Service and across the Council to understand code changes that will impact reports.
- To guide other IT resources in coding and report writing best practices where necessary.
- To support the end-user community in the use of business intelligence tools to query databases and files for report outputs.
- To work within and across functional and technical teams across both the service and Council to support the acquisition of new skills and areas of expertise.
- To develop and assist with report training through the development of training tools and training of key staff.
- To be responsible for the management of multiple, simultaneous projects, often with competing priorities.
- To communicate and collaborate with team members, customers, and vendors from across both the service and Council as necessary.
- To be responsible for the handling of sensitive and confidential information in line with GDPR.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. - This post is office based at Town Hall, Castle Circus, Torquay, TQ1 3DR but the post holder may be required to move their base to any other location within the Council at a future date.
- The post is eligible for hybrid working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
