1. Key purpose of job
- To engage with land owners and developers with a view to ensure that key sites are developed in a timely manner and to act as a contact point to assist in unlocking any barriers to planning permissions being implemented and completed in a timely manner.
- To act as planning case officer for strategic major applications which are identified as critical to deliver in terms of housing targets and regeneration benefits.
- To work across corporate objectives to ensure the development of planning policy achieves the appropriate corporate goals.
2. Anticipated outcomes of post
- To help the Council adopt a proactive response to bringing forward appropriate development, which meets the targets as set for the service.
- To ensure that the objectives of the Corporate Plan are suitably embedded in planning strategy in the form of town delivery plans, which also acknowledge the strategic approach as set out in the Local Plan.
- To help to deliver the objectives of Neighbourhood Plans.
- The provision of a service that is more integrated across the local authority providing better and more effective outcomes for clients in Torbay.
- To ensure that innovative and sustainable partnership arrangements exist to ensure the effective delivery of services.
3. List key duties and accountabilities of the post
- To take responsibility for proactively encouraging appropriate development proposals by regular communication with the development industry, including facilitating development forums.
- Proactively monitor key development sites both allocated and with planning permission facilitating communication where necessary to seek to unblock any resolvable delays in the development being provided.
- To act as the planning case officer for strategic major applications which will normally involve structured pre-application negations (via a Planning Performance Agreement), the drafting of the planning report and officer recommendation and ensuring that planning conditions are discharged in a timely manner.
- To lead on the referral and or operation of the Torbay Design Review Panel including ensuring that the relevant panel terms of reference is fit for purpose.
- Keeping abreast of and knowledgeable about current and proposed legislation relevant to the job and to identify opportunities for improvement and innovation.
- To give advice and proactively engage with partner agencies to ensure that allied strategies and policies are framed to help achieve the objectives of town delivery plans in order to help achieve quality place making.
- To ensure that a customer focussed service is provided that strives to be innovative in its search for continuous improvement.
- To ensure that Senior Managers are kept aware of all developments requiring their decision and reporting, whenever necessary, as required.
- To provide the Council’s policy of Customer Care through the provision of a fair, efficient service, clearly explained to our customers and demonstrating a positive attitude in all aspects of work.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- The post holder has no direct budget responsibilities but will be required to ensure that any budgets relating to the heritage function at Torbay Council are properly spent in line with the Council’s standing orders.
5. Supervision/Line Management Responsibilities of the post
- Supervision of two Officers and other Council Officers as part of a project team approach.
6. Working environment and conditions of the post
- Mainly office based with minimal exposure to disagreeable, unpleasant or hazardous environmental working conditions from regular site visits or to people-related behaviour when attending public meetings and consultation events. Removed reference to Neighbourhood Plan forums as this is quite specific of its time.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- The post is eligible for both hybrid and permanent home working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
