1. Key purpose of job
- To coordinate the successful delivery of a second series of Torbay Local Heritage Grant Awards, the theme of which is ‘Artists, Writers & Musicians on the English Riviera’.
2. Anticipated outcomes of post
- The Torbay Local Heritage Grant Awards: Artists, Writers & Musicians on the English Riviera will have been fairly distributed among local community groups, following an open and transparent selection process.
- A greater number of Torbay residents will be participating in heritage related projects and have a greater sense of belonging, local identity, and pride in place.
- Torbay residents and visitors will be better enabled to enjoy Torbay’s diverse heritage buildings, collections, and natural spaces, experiencing enhanced mental and physical well-being as a result.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Responsible for the successful launch and day to day running of the Torbay Local Heritage Grant Award scheme, liaising and supporting the public, addressing risks, ensuring clear communications and managing day to day practical challenges.
- Responsible for creating engaging communications, developing the website and social media content, planning community events, and finding innovative ways to support groups participating in the Heritage Grants Scheme.
- Responsible for a range of operational and organisational decisions, including scheduling, communication approaches, content creation, event planning, and workload prioritisation.
- Responsible for determining the best way to guide applicants, when to escalate issues, and how to ensure compliance with safeguarding, budgets, and project timelines.
- Responsible for the preparation and delivery of all guidance packs for community groups.
- To execute work on behalf of the Torbay Local Heritage Grant Awards project team by managing the day-to-day operational aspects of the project and its scope.
- To coordinate marketing and communications relating to the Torbay Local Heritage Grant Awards project, contract management, and development of specifications for procurement of services, where necessary.
- To prepare and gather community-led content for the Torbay Local Heritage Grant Awards website.
- To set up and monitor dedicated social media handles for the Torbay Local Heritage Grant Award scheme.
- To organise and manage the Selection Panels at which grants will be awarded.
- To signpost potential applicants to the grant scheme to the Torbay Local Heritage Grant Award Advisor (appointed on a freelance basis) and set up and attend ‘advice road shows’ with the Senior Project Officer: Culture & Events and the independent Grant Advisor.
- To plan, schedule and track project timelines and milestones using appropriate tools and to prepare reporting to the funder.
- To take minutes and organise team meetings related to the successful delivery of the Local Heritage Grant Award scheme
- To organise the Summer Showcase at which successfully awarded community groups celebrate their projects with Funders, Councillors, and other local people.
4. Budgetary/Financial Responsibilities of the post
- Monitor grant specific budgets to ensure projects are completed within allocated budgets. Budgets will vary depending on the project but will typically vary from £500 to £7,500.
- Monitor the overall Local Heritage Grant Scheme budget of £250,000 and report to the Senior Project Officer if budget tolerance is exceeded.

- Hybrid working environment – sometimes based at Tor Hill House with the Culture & Events team (e.g., supporting the Torbay Air Show- in all weathers), sometimes based at home. Pattern of work to be negotiated at interview.
- Some outdoor/off site working required, e.g., at local libraries and other Torbay Council heritage properties, e.g., Torre Abbey, for community open days and events associated with the delivery of the Torbay Local Heritage Grant Awards scheme. Events will be face to face with the Public on occasion.
- Some working at community events yet to be determined but held across Torbay, e.g., where successful grant applicants hold an event or activity as part of their project.
- Occasional evening work at locations across Torbay yet to be determined, e.g., where grants are awarded for projects that might involve creating evening events.

Other Information

- Torbay Council is committed to safeguarding and promoting the welfare of children and applicants must be willing to undergo the checks appropriate to the post applied for.
- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children’s Services are the Safeguarding Leads for the Council.
- This post is office based at Tor Hill House, Torquay but the post holder may be required to move their base to any other location within the Council at a future date. The post is eligible for some home working, to be negotiated with the Strategic Lead for Culture & Heritage at interview stage.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
