1. Key purpose of job
- To work as a professional HR Business Partner to support and provide services within the Learning and Development and Organisational Development functions within HR.
- To strategically support the business to achieve successful outcomes and to work collaboratively with all levels of management to achieve transformational goals.
- As part of the Relational Council project team, to lead on specific aspects of the culture change program, reporting into Relational Council/Our People project.
- To develop and lead on the coaching and mentoring service to successfully embed it across the Council, ensuring that it supports and aligns with the Our People Strategy.
- To deliver key outcomes within the Our People Strategy.
- Responsible for the provision of professional, specialist, consistent and proactive Learning and Development and Organisational Development advice, guidance and coaching in line with the organisations policy, best practice and procedural frameworks and legislation.

- Working closely with HR colleagues to provide a credible, timely and respected professional HR service which supports strategic HR objectives, aims and aspirations.
- Establish a coaching and mentoring service that is fully accessible and responsive and embedded successfully across the organisation.
- Develop strategies to embed our organisational culture that place strong emphasis on promoting our values and relational ways of working.
- As an active member of the Relational Council project team to take responsibility for delivery of specific workstreams.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Responsible for safeguarding and promoting the welfare of children at all times through the work of HR.
- Develop, shape and lead the coaching and mentoring service, ensuring that it is responsive and effective in meeting workforce needs.
- To act as first point of contact for internal customers to access the coaching and mentoring service, ensuring highest levels of customer service and professional advice.
- Develop coaching resources and information to support the development of the coaching and mentoring pool.
- Host regular group and individual coaching/mentoring supervision sessions, both in person and online, providing professional support and advice.
- Evaluate the coaching and mentoring service to ensure that it meets service user expectations and is supporting the Council’s strategic objectives.
- To undertake professional coaching assignments as required for Council staff.
- To enhance the organisation’s and customers’ people management performance by equipping and enabling managers to manage their staff with minimal HR intervention through coaching and training delivery.
- Research suitable coaching training providers and liaise accordingly to commission their services, ensuring that their offer fully meets our organisational and learner requirements.
- Working as part of the HR team to support and deliver relational organisational change.
- Lead on the design materials to support relational change processes across all levels of the organisation, empowering teams and individuals to build resilience, confidence and capability.
- To develop and implement an OD evaluation framework to measure success of the Relational Council culture change program.
- To work as part of the HR team and wider leadership team in the Council to implement the revised Core Values, taking a lead to ensure that they are embedded and development of a frame work to measure success.
- To investigation, develop proposals and work to introduce values-based recruitment.
- To work flexibly and manage competing priorities as required to ensure effective service delivery.
- To undertake detailed research and analysis, and to provide and present high quality, accurate well-evidenced recommendations to project boards and other members of staff and stakeholders.
- To design and deliver bespoke training to a range of stakeholders as required to meet business needs.
- To support initiatives to improve well-being, staff engagement and organisational development by promoting and acting as champions of such.
- To undertake all work in accordance with Principals of Data Protection Act and Information Governance Policies and Procedures.
- To undertake regular CPD and to undertake training and development as appropriate to the role.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. - You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
