1. Key purpose of job
- Accountable for the delivery of the Adult Social Care Improvement and Transformation Programme.
- Lead a team of project managers who will work in partnership with commissioners, operational leads and partners to champion service redesign, embed new ways of working, and ensure measurable improvements in outcomes for people drawing on care and support.
- To be accountable for driving change and improvement, business design and stakeholder engagement in a consistent and co-ordinated fashion through the delivery of business focussed change and improvement projects that contribute to the effective delivery of Adult Social Care in line with statutory duties detailed within the Care Act.
- To lead a team of project managers and improvement specialists working across the Council and Torbay and South Devon Foundation Trust (TSDFT).
2. Anticipated outcomes of post
- To provide high level strategic leadership and guidance for the successful delivery of transformation programme objectives, improvement and change across Adult Social Care.
- To be responsible for the delivery of complex, innovative and high-profile programmes and projects to improve performance and outcomes for people across in receipt of Adult Social Care.
- To support the delivery of the Council’s Community and Corporate Plan.
- Improved operational efficiency embedded new ways of working and data integrity aligned with statutory requirements.
- Sustainable transformation through embedded performance monitoring and benefits realisation.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive, Director of Adults and Communities and Director of Children’s Services.
- To be responsible for leading end-to-end delivery of the transformation and improvement programmes including engagement, design, testing, training, implementation and evaluation.
- To be accountable for the development and delivery of the transformation programme aligned with Adult Social Care strategy.
- Facilitate multi-disciplinary teams using service improvement tools and techniques.
- Ensure governance, compliance, and risk management across transformation projects.
- To lead benefits realisation planning and tracking.
- To be responsible for developing and implementing communication strategies to support change.
- To be accountable for managing complex programmes and conflicting priorities with autonomy.
- Support development of performance monitoring systems for sustainability.
- Act as ambassador for Adult Social Care transformation locally, regionally and nationally.
- Provide expert advise and leadership on service transformation methodologies.
- To advise the Director of Adults and Communities (DASS) on change initiatives, best practice locally and nationally in relation to transformational change and improvement within Adult Social Care.
4. Budgetary/Financial Responsibilities of the post
- Manage delegated transformation budget and resources circa £500,000, working with the Adult Social Care leadership team to deliver a programme of work to achieve financial sustainability across the Adult Social Care budget of £68m.
- Ensure best value practice and financial integrity in transformation programme delivery.
5. Supervision/Line Management Responsibilities of the post
- Manage delegated transformation budget and resources across a small team of project managers and improvement leads within the Council and TSDFT. The postholder will be accountable for leading a team of individuals employed across two different organisations.
- Define and apply systems for team review and development.
- Support recruitment and development of change management teams.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- This post is office based at Tor Hill House, Torquay but the post holder may be required to move their base to any other location within the Council at a future date. The role can have an element of hybrid working.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
