1. Key purpose of job
- To manage, schedule and carry out the planned, preventative and reactionary maintenance requirements for Torquay and Paignton Harbour.
- Ensure the provision of guidance and instruction to the maintenance team while ensuring safe practise and working environments, whilst promoting a Health and Safety culture.
- To support the sustainable delivery of an effective, efficient and compliant harbour service.
- To work with the Head of Service, Harbour Masters, Senior Managers, Key Partners and stakeholders to achieve planned outcomes on both a long and short-term basis internally and community wide.
- To lead by example and secure employee and harbour users’ engagement.
- To promote a Health & Safety culture.
2. Anticipated outcomes of post
- Managed maintenance plan resulting from inspection reports and regular scheduled tasks such as putting out seasonal marks, power washing slipways and steps etc.
- An efficient, effective and professionally run maintenance service that, as a minimum, works to the set plans delivering high-quality outcomes and safe well-maintained workshops.
- Safely maintained Harbours, infrastructure and equipment.
- That Tor Bay Harbour Authority is recognised for its safe, efficient and effective service delivery for maritime activities and visitors.
- Supports the overall aim of ensuring that Tor Bay Harbours remain legally complaint.

3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Works closely on a day-to-day basis with the Deputy Master to identify and schedule maintenance tasks. This would include identifying the resources and manpower required for each task.
- Working closely on a day-to-day basis with the Deputy Harbour Master to prioritise works and allocate manpower, ensuring that efficient communications at all levels within the team and service is maintained.
- To provide day to day supervision of staff in order to maximise and utilise them effectively. Ensuring that all staff are briefed on the roles and responsibilities required of them.
- Maintaining and updating all relevant records, to include a log of all equipment and tools with inspection/servicing dates, using the appropriate asset registration system.
- Ensuring that all required maintenance inspections are undertaken and recorded in relation to equipment and machinery so that it remains in good working order. Reporting and logging where there are defects and arranging for the relevant repairs to be undertaken.
- Assigning tasks to the maintenance team and ensuring all materials needed are ordered in time to complete scheduled tasks, including the creation of work instructions where necessary.
- Provide regular communication and reports are being sent to the Deputy Harbour Master such as outstanding works, scheduled works, inspection finds etc to maintain effective service delivery and highlight issues that may adversely affect service delivery.
- Assisting in the arrival and departure of visiting vessels which utilise the pontoons or quayside berths. Such assistance to include taking lines, issuing advice and directing skippers as to where they can berth.
- Assisting the Harbour Master / Deputy, or Assistant Harbour Master to enforce Harbour Byelaws. Ensuing that an effective health and safety culture is fostered and maintained.
- Attending the Harbour outside of normal working hours to assist during emergencies and bad weather, including assistance in the recovery of boats or vehicles, etc when necessary.
- Operate harbour launch as required (where qualified) performing routine daily maintenance on the harbour launch/workboat, such as oiling and pumping the bilges. Also, making regular checks on the batteries and fuel, etc.
- Driving harbour vehicles including forklift truck as required when on duty. Vehicles must only be driven by persons holding a full current driving licence who have also passed the appropriate Council test.
- To actively respond to emergencies which may arise at any of the Tor Bay Harbour locations to assist in the required response levels, such as where there has been an oil spill.
- Actively engage with other team members within the Council to ensure a collaborative and seamless integration of service provision to both internal and external clients.
- Motivate and lead teams effectively as well as recognise any training needs, along with providing active encouragement to support achievement. To do this by providing clear goals and standards that need to be achieved.
- Ensuring and maintaining the high standards of service through assessing the quality of work of others and signing off the work.
- Operation of harbour bridge/cill.

- Supervision and day to day job tasking of the Harbour Maintenance team comprising of up to 6 team members.
- Quality control of works undertaken and signing off the work of others or advising of any remedial actions required.
- Ensuring that corporate and consistent processes are undertaken.
6. Working environment and conditions of the post
- Working in a constantly working maritime harbour environment which is predominantly outside with some indoor working whilst in the workshop.
- Working in all kinds of adverse weather conditions without the ability to make a choice to not work in bad weather conditions.
- Working afloat and off site at remote locations.
- Some office cover where required but is rare.
7. Physical demands of the post
- Pushing and pulling of boats either in the water or on trailers which requires a lot of physical strength.
- Traversing uneven ground such as harbour base and across beaches, to include pontoons which could be slippery at times.
- Daily walking of approximately 2 miles.
- Manual handling requiring the lifting of loads onto trucks and can require bending and stretching movements as well.
8. Specific resources used by the post
- Collecting income from harbour charges and handling petty cash (approximately £200 daily).
- Specialist power tools, cutting and lifting equipment and specialist survey equipment (valued at over £50k).
- PPE appropriate to maritime harbour requirements, such as lifejacket, work boots, wellingtons, overall and wet weather clothing.
- Use of a shared harbour vehicle.
- Some IT equipment and use of a VHF radio.

- This post is based at Torquay mainly but can be across all three Tor Bay Harbour locations, to include Brixham and Paignton, and the post holder may be required to move their base to any other location within the Council at a future date.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
