1. Key purpose of job
- The key purpose of the placement is designed to develop future leaders and senior managers within the Council by combining work-based learning with academic study towards the Chartered Manager Degree Apprenticeship (CMDA), enabling progression into senior roles within the Council.
- To complete three strategic placements across Council directorates (e.g., Pride in Place Strategy, Adult and Community Services, and Project Management) to develop broad cross-organisational insight.
- The Graduate Management Apprenticeship will develop a full understanding of the different directorates, critically evaluate the leadership challenges facing local government, and increase their self-awareness and awareness of others.
- To develop strategic and operational awareness, increase leadership capability, and critically analyse the challenges facing local government and the communities it serves.
- To support project managers in the delivery of capital projects which are long term investments made by the Council to acquire, deliver and/or upgrade physical assets such as buildings and infrastructure ensuring they align with the Council’s strategic priorities in regeneration of town centres in Torbay.

- To contribute toward the successful project management of projects within the capital program to meet agreed timelines and budgets which will involve developing projects on concept to final delivery.
- Demonstrate improved strategic and operational understanding of Council services.
- Contribute to successful project delivery, from concept to completion, across a range of service areas.
- Build leadership skills, stakeholder management capability, and commercial awareness.
- Support digital transformation, innovation, and continuous service improvement.
- Achieve APM project management qualification.
- Complete Chartered Manager Degree Apprenticeship requirements, including work-based assessments and reflective portfolios.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Support the developments and project management team in the delivery and programming of works across a range of capital projects.
- Assist in the provision of services for projects managed by the team, gaining insight into project lifecycles.
- Learn and develop an understanding of core project management duties and provide efficient assistance on capital programmes.
- Gain experience in the use of relevant computerised systems and software used in project delivery and monitoring.
- Become familiar with the document and data management systems to ensure accurate and secure handling of project information.
- Liaise with a wide range of internal and external stakeholders including project managers, contractors, consultants and clients to support effective project delivery and coordination.
- Manage a varied workload by developing time management and prioritisation skills to meet project deadlines and deliverables.
- Carry out site visits to attend meetings, undertake technical reviews and support quality audits.
- Demonstrate a commitment to continuous learning and professional development within the field of project management.

- Note – within the second and third placements it is expected that the post-holder will transfer the skills gained in their first placement, putting into practice what they have learnt in order to take forward other key projects and pieces of work.

- Normal working office conditions and where appropriate work from home. It is important to note that maintaining the quality of the learning experience and ensuring an appropriate level of coaching and supervision will be a key consideration when determining working arrangements.

- The post is eligible for hybrid working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be considered when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- This role requires an Enhanced Disclosure and Barring Service (DBS) check prior to employment. Appointment will be subject to the receipt of a satisfactory certificate.
