1. Key purpose of job
- To provide an effective maintenance and repairs service that meets contract and customer expectations Fleet Walk Centre.
- Responsible for reactive and programmed maintenance and repairs Fleet Walk Centre.
- Carry out ad hoc repairs on either a reactive, cyclical or programmed basis Fleet Walk Centre.
- On occasions working to a rota system, including evening and weekend working.
2. Anticipated outcomes of post
- This job sits with the Torbay Council, Facilities Management and is responsible for delivering a high quality and cost-effective property repair, refurbishment service and maintenance service Fleet Walk Centre.
- The post is a 2-year fixed term contract.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Carry out construction, fault fixing and maintenance duties in accordance with contract and service specifications.
- Provide accurate and timely information on progress and advice that is easily understood by the customer and ensure accurate daily work records are completed.
- Working within clearly defined processes with a moderate degree of supervision on tasks to meet time frames set by line manager whilst being accountable for individual results and the impact these may have on Torbay Council, FM.
- Undertake as directed general building maintenance work and associated tasks, to include work at height, erection and use of access equipment, drainage clearance and all forms of jobbing repairs in order to meet work schedules.
- Identify the extent and scope of the reported defects and after consultation take the appropriate corrective action to ensure work schedules and identified defects are completed.
- Identify all necessary materials and equipment required to effect works identified taking care to ensure Health & Safety at Work regulations are complied with and that all plant and tools are maintained and in clean order.
- Assist all other trades as and when required.
- Liaise with both internal and external customers appropriately and promptly, to ensure those connected or involved in your work are aware of progress and action taken or action required to rectify the identified defects.
- Operate within the existing Torbay Council, FM Code of Conduct promoting a positive image as a local community service provider to ensure all customers receive the best possible effective and efficient service.
- Working at height, which may involve the use of ladders, step ladders, mobile scaffolding tower, Mobile Elevated Work Platforms (MEWP).
- Establish, develop and maintain effective working relationships with all work colleagues, contractors and partnering agencies to ensure an integrated contribution to Torbay Councils values and objectives.
- Observe and comply with policies and procedures for Health and Safety at Work and observe and continually promote equal opportunities and customer care in compliance with organisational aims and objectives.
- Contribute, as appropriate, to special projects and change programs in support of the Torbay Councils objectives.

- Mason - Plastering, bricklaying, screeding, tiling, excavation and drilling, maintenance and use of abrasive wheels equipment, basic plumbing and carpentry.
- Carpenter - Use of planer, mortice, circular saws, dust extraction equipment, pillar drill, and undertaking patch repairs to wall finishes, tiling, general joinery, woodwork, basic plumbing and masonry, maintenance and use of abrasive wheels equipment.
- Plumber - Welding, brazing, lead work, repairs to domestic hot/cold water supplies, clearance and repairs to soil and associated wastewater systems, patch repairs to wall finishes, tiling, basic carpentry and masonry.
- Painter\Decorator - Preparing painting surfaces, applying paints and other finishes to various surfaces, calculating the amount of materials and time required for project, patch repairs to wall finishes, tiling, basic carpentry and masonry.

- On occasion, will be required to supervise external contractors within designated buildings.
6. Working environment and conditions of the post
- The post holder will be required to undertake duties within Fleet Walk Centre client areas and have the ability to travel between buildings\sites. The post is not office based. There will be occasions where the post holder will be required to work outside.
- Be responsible for completing dynamic risk assessments when arriving at site, checking that the safety of themselves and/or others will not be compromised by completing the task. Ensure that work areas are kept in a safe condition whilst the work is being carried out and that the area is made safe at the end of the day.
- There may be the requirement for the post to drive the Torbay Councils vehicles on their own outside of public transport times for the delivery of goods to various locations throughout the bay.
7. Physical demands of the post
- The requirement for the lifting/carrying items that can weigh in excess of 20kgs.
- The requirement to work at height.
- The requirement for lifting/carrying trestle tables and chairs to set up/clear for functions and meetings within the public rooms and halls.
- The requirement to carry out trade tasks and the use of heavy-duty maintenance.
- Ability to use specialist trade equipment and power tools.

- The Facilities Management vehicle so a driving licence would be required.
- The use of high-level platform tower and MEWP (Mobile elevated work platform).

- This post is based at Fleet Walk Centre but the post holder may be required to move their base to any other location within the Council at a future date.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. - The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi- scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
