1. Key purpose of job
- The key purpose of the placement is designed to offer a training and development career pathway by combining work-based learning with academic study towards Chartered Management Institute level 5 foundation degree qualification.
- To complete three rotational placements across Council directorates (e.g. Pride in Place Developments, Adult and Community Services, and Planning) to develop broad cross-organisational insight.
- The Apprentice Management Trainee will undertake on the job training to develop fundamental employability skills within different directorates, approaches to people management and increase self-awareness and awareness of others.
- Pride in Place – learn how project managers deliver capital projects which are long term investments made by the Council to acquire, deliver and/or upgrade physical assets such as buildings and infrastructure ensuring they align with the Council’s priorities in regeneration of town centres in Torbay.
- Adult and Community Services – learn how to engage and collaborate with frontline teams, people who draw on care and support and their Carers, and commissioned providers to collate analyse data and information regarding demand and unmet needs or potential alternative innovative service solutions, to inform commissioning strategies and service improvement.
- Planning – learn how to lead on projects and delivery of aspects of the local plan using evidence-based documents (e.g. retail or housing needs studies) procurement, appointing consultants, project budget, monitoring progress and reporting outcomes.
2. Anticipated outcomes of post
- To assist with capital program to meet agreed timelines and budgets which will involve developing projects on concept to final delivery across a range of service areas.
- To help produce joint and integrated commissioning arrangements with other Local Authorities and system partners both as associate and lead commissioning organisation.
- To learn how to enable compliance with key pieces of legislation, such as Adult Social Care, as the Care Act 2014, Mental Capacity Act 2005, etc.
- To help develop effective working relationships with an allocated group of providers and stakeholders.
- To develop project management skills and achieve APM project management qualification.
- To continually transfer the fundamental skills gained, putting them into practice for each rotation demonstrating what they have learnt and taking forward to the final rotation’s local plan project and pieces of work.
- Complete Apprenticeship training requirements, including work-based assessments and reflective portfolios.
3. List key duties and accountabilities of the post
- As an employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Work alongside the project management team in the delivery and programming of works across a range of capital projects in line with the strategic direction of the organisation and the impact on operational plans.
- Aid in the provision of services for projects managed by the team, gaining insight into project lifecycles.
- Gain experience in the use of relevant computerised systems and software used in project delivery and monitoring.
- Support with a wide range of internal and external stakeholders including project managers, contractors, consultants and clients to support effective project delivery and coordination.
- Contribute to a varied workload by developing time management and prioritisation skills to meet project deadlines and deliverables in the operating environment.
- Provide assistance to carry out site visits to attend meetings, assist with technical reviews and learn how to conduct quality audits.
- Participate with the delivery of high-quality Adult and Community services and continual service improvement in all contacts with providers of care services.
- Help with creating briefing notes, press releases, reports and statements for communications colleagues, senior leadership team, councillors and MPs on issues relevant to the Adult Social Care portfolio.
- Participate in specific programmes and projects to prepare and deliver reports and presentations as appropriate to operational and management teams within TSDFT, NHS Devon, and Torbay Council.
- Learn how to conduct research to inform transformation opportunities for development and improvement, to ensure integrated services provide for, meet, or exceed national standards for performance where possible.
- Observe and help facilitate the principle that the people who use our services, and their Carers, should be at the centre of all we say and do in all contacts and interactions with providers, staff, people who use our services, carers, partner organisations and members of the public.
- Learn how to lead and implement aspects of the Council’s local plan programme of works project management in line with national planning policy and community needs.
- Support cross working with stakeholders and statutory consultees on Duty to Cooperate Statements and working to encourage neighbour councils to sign up to Statements of Common Ground.
- Support working with external bodies and statutory consultees (e.g. Historic England, Natural England and the Environment Agency), The Planning Inspectorate, neighbouring councils and neighbourhood planning bodies.
- Demonstrate a commitment to continuous learning and professional development within the field of project management, people management and coaching and mentoring techniques.

- Predominately normal working office conditions and where appropriate, work from home. It is important to note that maintaining the quality of the learning experience and ensuring an appropriate level of coaching and supervision will be a key consideration when determining working arrangements.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.

- A willingness to work towards a CSCS card (Construction Skills Certificate Scheme) will be provided as this role requires site visits.
