Financial support for businesses

Find out about the financial support available for businesses in Torbay during the national lockdown.

January announcement

If you have already applied for a grant as a result of the November lockdown or Tier 2/3 restrictions please do not reapply.

Additional grant payments for eligible businesses will be made automatically to you without the need to reapply.

Grants available

There are grants available for businesses that have been required to close due to, or have been affected by, National or Local Lockdown restrictions.

These grants remain available all the time Torbay is affected by; National restrictions, Tier 2, Tier 3 or Tier 4 restrictions.

There are currently grants available covering;

Current grants and payment statuses

National Lockdown: 5 November to 2 December

£2.4m+ has now been paid

Tier 2 restrictions: 3 to 30 December

Top up payments are currently being paid for this date range and expected to be completed by 29 January

Tier 3 restrictions: 31 December to 4 January and National Lockdown: 5 January onwards

One instalment will be paid covering 31 December to 20 February.  Payments will be starting 25 January

January Lockdown Grants: One off payment of £4k - £9k

Payments are expected to start from Wednesday 27 January.

We expect the processing of over 2,000 top ups for the period 31 December to 20 February payments to take up to 14 days. So if you have already received a grant for November please do not chase a status update on this payment until 1 February. This will allow the team time to process these as quickly as possible.

If you have previously applied for one of the above grants since November, you do not need to reapply.  Recurring or additional payments will be automatically made to applicants.

We are focussed on paying the grants as quickly as possible.

There are more details on each of the grants available below. The latest grant scheme is fundamentally different in terms of administration as businesses qualify for different levels of support, paid from different grants based on the length of time they are impacted by COVID-19. 

Making an application

Where applicable, businesses will need to provide the following evidence:

  • Business address
  • A copy of the Businesses bank statements from 1 October to 31 October
  • Rate paying businesses legally required to close
  • Business rates account number
  • Company number - as registered with Companies House
  • VAT registration number
  • Unique Taxpayers Reference (UTR) Number

Please note you can find your business rates account number on your business rates bill. If you have previously been awarded a business grant your account number is on your award email.

Copies of paper bills may take up to 7 days to receive.

Rate paying businesses legally required to close

Rate paying businesses required to legally close, are eligible for a business grant depending on their Rateable Value. The grant values are as follows;

  • rateable value of exactly £15,000 or under will receive £1,334 per 28 days
  • rateable value over £15,000 and less than £51,000 will receive £2,000 per 28 days
  • rateable value of exactly £51,000 or above will receive £3,000 per 28 days

This scheme known as 'Local Restrictions Support Grant (Closed)' is funded by the Government on a rolling programme for all the time there are National or Local restrictions requiring closures.

One-off January Grant

  • rateable value of exactly £15,000 or under will receive £4,000
  • rateable value over £15,000 and less than £51,000 will receive £6,000
  • rateable value of exactly £51,000 or above will receive £9,000

In addition to the above, rate-paying businesses that had to close and operate within the retail, hospitality and leisure sectors will also receive a one-off grant worth up to £9,000. You do not need to re-apply for this grant, they will be paid automatically.

Rate paying businesses not legally required to close

Rate paying businesses which – while not legally forced to close – are nonetheless severely impacted by the restrictions put in place to control the spread of Covid-19 are able to apply for a discretionary grant.

This scheme is a finite pot and therefore will need to be prioritised based on the level of financial hardship faced as a result of the National or Local restrictions.

If the limited funding for is oversubscribed, awards to businesses will be prioritised based on their relative levels of ongoing fixed property-related costs, the number of employees and relevance to the Local Economy.

The grant values are as follows;

  • rateable value of exactly £15,000 or under will receive £934 per 28 days
  • rateable value over £15,000 and less than £51,000 will receive £1,400 per 28 days
  • rateable value of exactly £51,000 or above will receive £2,100 per 28 days

Discretionary Grants are available during a National Lockdown and during Local Restrictions of Tier 2 or Tier 3.

Apply for a business grant

Non-rate paying businesses (this includes small limited companies, self-employed and sole traders)

Non-rate paying businesses which have been severely impacted by the restrictions put in place to control the spread of Covid-19 are able to apply for a discretionary grant.

Home workers, sole traders and self-employed individuals are only eligible for this grant if they have fixed ongoing business costs that are the responsibility of the business. These applicants must have a Unique Taxpayer Reference (UTR) Number and must be able to evidence either; 

  1. fixed ongoing costs relating to non-domestic property or equipment. E.g. Commercial rent or mooring fees. Or,
  2. Ongoing business related overheads of a fixed nature. i.e. contracts for web-hosting fees, vehicle lease etc.

This scheme is a finite pot and therefore will need to be prioritised based on the level of financial hardship faced as a result of the National or Local restrictions.

The grant available is for £934 per 28 days.

Wet-led pubs

The Government has announced a £1,000 grant for “wet-led pubs”. These grants are available for pubs that were legally required to remain closed. Businesses eligible for this will have been eligible for the “Rate paying businesses legally required to close” grants. This means we are able to make direct contact with relevant businesses in order to pay this grant and are in the process of contacting potentially eligible Torbay businesses to encourage them to apply.

The Local Restrictions Support Grant counts towards state aid. The rules are fully explained in the government state aid guidance. By accepting this grant you must confirm that you are not in breach of these rules.
