Town Councils will reflect the current number of Torbay councillors based in those towns existing wards. So for example, in Torquay there will be 17 and in Paignton there will be 14. Each town/parish councillor can also hold the position of a councillor for Torbay Council. It will then be these town/parish councillors who will determine how services can still be delivered in their particular towns.

Some estimated costs have been worked up for the first financial year. Without this precept for Town Councils these services will be in danger as we will not be able to cover these even with an increase to council tax.
