1. Key purpose of job
- To evaluate and respond to planning application and enquiry consultation responses.
- To ensure appropriate financial contributions or other works are negotiated and requested as part of the process, and delivered thereafter.
2. Anticipated outcomes of post
- That Torbay’s transport network provides solutions to reduce emissions, improve air quality, encourage modal shift, reduce demand and improve transport access for the community, businesses and visitors.
- That the Council meets its statutory duties in relation to transport.
- That there is improved accessibility to services supporting delivery of homes and economic growth.
3. List key duties and accountabilities of the post
- Work with developers, consultants, and other stakeholders to ensure that new developments are safely integrated with the existing highway network and that any impact is minimised.
- To consider all aspects in relation to transport accessibility for all planning proposals.
- Ensuring that all assessments and responses of planning applications comprehensively consider transport issues.
- Work with the Highways team to ensure that all relevant legal and technical requirements are met, including Section 38 and Section 278 agreements.
- Provide technical advice and support to other departments and stakeholders in relation to highway development matters.
- Attend meetings with developers, consultants, and other stakeholders to discuss highway development matters.
- Respond to enquiries from members of the public and other stakeholders in relation to highway development matters.
- Contribute to the development of Council policy documents (transport, planning and otherwise as appropriate) to ensure policies can be implemented through the planning process and that the best outcomes are achieved from new developments.
- Ensuring other team members and key stakeholders, including colleagues in the Highways and Parking teams, are involved/consulted as early as possible, creating positive working relationships both internally and externally.
- Providing support to the process of negotiating with developers and their consultants on contributions to transportation infrastructure arising from development proposals and ensure these are properly secured through the completion of appropriate legal agreements.
- Securing the delivery of projects relating to developer contributions in a timely manner, in accordance with the legal agreements, and ensuring all information is recorded clearly and transparently.
- Assisting others to deliver projects that emerge as a result of new developments to ensure consistency and effectiveness of the schemes.
- Represent the Council at planning appeals as appropriate.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- Authorise, raise orders, agree invoices, and monitor budgets in relation to developer contributions.
5. Supervision/Line Management Responsibilities of the post
- The post holder will be expected to lead project teams and to confidently advise and lead conversations and advice given to other Council departments.
- Manage the activities of staff and / or consultants supporting with responses.
6. Working environment and conditions of the post
- Predominantly office working environment (can be homeworking).
- Travel to and attendance at site visits and meetings in other locations will be required, including those on and around the public highway.
- Some lone working is required, and this may be out of core hours.
7. Physical demands of the post
- Normal physical effort, including walking distances in excess of 1km, moving around on rough ground.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post is eligible for hybrid or home working with requirement for site visits as necessary. The office base for the team is Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
