1. Key purpose of job
- Create and carry out meaningful stakeholder engagement on the Torre Abbey New Beginnings Chapter One project.
- Provide detailed feedback on information gained from stakeholder engagement to inform the Delivery Phase and funding applications.
- Develop an Activity Plan to be carried out during the project Delivery Phase if funding applications are successful.
2. Anticipated outcomes of post
- A wide range of stakeholders will have engaged with the project and help shaped the Delivery Phase of the project.
- A well thought out, deliverable, costed Activity Plan will be created for the Delivery Phase.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Deliver excellent customer service every time by modelling Torre Abbey’s Core Values and Spirit of Place.
- Identify key stakeholders for the Torre Abbey New Beginnings Chapter One Project including both current and potential future stakeholders.
- Create a stakeholder engagement strategy within the set budget which is deliverable within the development phase of Torre Abbey New Beginnings Chapter One.
- Deliver stakeholder engagement activities and events based on the agreed strategy.
- Write evaluation reports following each engagement activity including a review of what has gone well and learning for future activities.
- Work with the Marketing Officer to promote stakeholder engagement activities and complete online engagement activities.
- Prepare a final report on all stakeholder engagement activities to inform the Delivery Phase application and Activity Plan.
- Use information gained from stakeholder engagement and other sources to create an Activity Plan for the Delivery Phase of Torre Abbey New Beginnings Chapter One.
- Ensure the Activity Plan is developed to meet the Nation Lottery Heritage Fund’s investment principles along with the needs of other funders where appropriate.
- Ensure the Activity Plan will include Benchmarking, Ambitions and a detailed Action Plan to be implemented in the Delivery Phase.
- Have a good understanding of ‘who is missing’ from both stakeholder engagement and the Activity Plan and take steps to remove barriers and gaps in activity.
- Develop an Activity Plan evaluation methodology for implementation in the Delivery Phase.
- Act as a key holder for Torre Abbey and able to undertake opening up and locking up procedures when required.
4. Budgetary/Financial Responsibilities of the post
- Manage a budget of £30,000 to complete all stakeholder engagement activities and to develop the Activity plan for enactment in the Delivery Phase.
- Work with the project team to propose a budget for the Activity Plan Delivery Phase application.
5. Supervision/Line Management Responsibilities of the post
- Provide oversight of the day-to-day duties of 2 x intern’s supporting Torre Abbey New Beginnings Chapter One but management of these individuals lay with the Client & Revenue Liaison Manager.
- Oversee the day-to-day duties of external staff commissioned to deliver stakeholder engagement activities but management of these individuals lay with the Client & Revenue Liaison Manager.
- Provide oversight of the day-to-day duties of volunteers supporting stakeholder engagement and activity planning.
6. Working environment and conditions of the post
- Working at Torre Abbey and within its grounds. This may involve some working in an outdoors environment and working within a historic house location.
- There may be some off-site working, such as at networking & sector events, promotional exhibitions or similar.
7. Physical demands of the post
- There will be lifting involved in set up and break down of events/activities which will require manual handling.
- Ability to assist with evacuation of persons in a wheelchair during emergency procedures and act as Fire Marshall in event of a fire/emergency.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Childrens Services are the Safeguarding Leads for the Council.
- This post is office based at Torre Abbey but may also be eligible for home working.
- The post is eligible for both hybrid and permanent home working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
