1. Key purpose of job
- To support the Head of Culture and Events to successfully project plan and manage new and existing projects.
- To establish projects and execute work on behalf of the service and to manage the day-to-day operational aspects of a project and its scope.
- To manage the marketing service for Culture and Events (Marketing Officer and Apprentice where applicable) and linking in with Corporate Communications Team and other areas of the Council where appropriate.
- To oversee all service key performance and risk management. Liaising with officers across the service to ensure KPIs are fit for purpose and risk registers are up to date and accurate.
- To support and advise officers in undertaking procurement activities.
2. Anticipated outcomes of post
- The shaping of an appropriate project/programme based on outcomes, risk appetite and deliverability. Key focuses will be, large-scale event project management support, Geopark future sustainability and other core areas such as sports and physical activity (future sustainability and business plans).
- Supporting and advising colleagues across the service in identifying and developing service needs, support and advice in the development and production of outlines business cases for new projects.
- Assisting officers with existing projects to ensure they are delivered on time with the desired outcome.
- Managing the Marketing function for Culture and Events and the wider service where appropriate including the Marketing Officer.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To effectively establish and manage projects to ensure that they reach a successful conclusion.
- To ensure that the project risk exposure is understood by all key stakeholders and is being actively managed.
- To look ahead for potential problems and take preventative or mitigating action in advance.
- Report on project progress to the Head of Culture and Events, project boards and council members, advising immediately if plan tolerance levels are exceeded.
- To establish business cases, project plans, risk logs etc. to ensure that projects reach a successful conclusion.
- To support and advise colleagues across the authority in identifying, base-lining and developing service needs, support and advice in the development and production of outlines business cases for new projects.
- To deliver the day-to-day management of project governance e.g. Project Board agendas, Minutes, Arranging meetings etc.
- To work with all senior officers in Culture and Events to develop operational plans and key performance indicators for all areas of work.
- To manage the Marketing service for Culture and Events and wider service where appropriate as agreed with the Head of Culture and Events, and line management of marketing professionals.
- Enable the development and delivery of detailed annual marketing plans for all areas of the Culture and Events service.
- To liaise with service managers, team members and other colleagues across the Authority to ensure linkages are made with other projects and programmes across the council.
- To plan, schedule and track project timelines and milestones using appropriate tools.
- To effectively communicate project expectations and give updates to team members and stakeholders in a timely and clear fashion.
- To undertake research, gather and analyse information and provide complete and accurate presentations/reports.
- To work with officers and the Procurement team to write specifications for tenders etc and to ensure correct processes are followed, liaising with Legal team where necessary.
- To liaise with Human Resources to ensure that projects can be achieved in line with employment legislation and procedures.
- To deputise for the Head of Culture and Events as required.
- Agree and keep risk registers and KPI databases up to date.

- Specific marketing budgets relating to individual projects.

- Direct management responsibility for the Culture and Events Marketing Officer and wider marketing support team.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
