1. Key purpose of job
- To support and deliver the Councils’ strategic objectives in regard to establishing training and employment opportunities for young people with Special Educational Needs (SEND), those who are care experienced and people with disabilities.
- To develop and lead on supported internships and apprenticeships to provide career pathways and wider employment opportunities for young people post 16 years with Special Educational Needs (SEND), those that are care experienced and people with disabilities.
- To develop and lead on the Councils work experience programme and work with partners to establish engaging, inclusive and meaningful work experience opportunities.
- To develop the Council and partner organisation’s inclusive recruitment process ensuring technology is used to it best possible advantage.
- To develop and lead on the Council’s National Graduate Development program.
2. Anticipated outcomes of post
- To establish a supported internship programme for Torbay Council and develop career pathways and employment opportunities for young people with SEND, those who are care experienced and people with disabilities.
- To support managers in their recruitment processes to increase the number of apprenticeship vacancies, work trials and work experience opportunities across Torbay Council and SWISCo.
- To drive down short-term recruitment and temporary employment costs by developing more sustainable employment opportunities.
- To develop and establish the Council’s and partner organisation’s talent pipeline and ensure that the recruitment process is accessible, inclusive and effective in increasing employment opportunities for young people post 16 with SEND, care experience and adults with disabilities.
- To develop a National Graduate Development program for the Council.
3. List key duties and accountabilities of the post
- Work with the Supported Internships lead to develop a rolling programme at Torbay Council and SWISCo that can be sustainable going forward.
- Represent Torbay Council in external meetings with partners, such as Health, Education providers, DWP, local careers services and others in regard to identifying and developing employment opportunities.
- Attend regular internal meetings to present and feedback on progress against key performance indicators and to offer guidance in relation to processes and procedures, for example recruitment and retention practices and policies, skills development and funding opportunities.
- Assist managers in the identification and development of apprenticeship vacancies and work experience opportunities and advise on any specialist support that may be needed and/or reasonable adjustments to make them accessible.
- Work with HR colleagues in Torbay Council and SWISCo, Managers and external partners, such as the DWP, South Devon College, SeeTec Pluss in identifying and establishing work trials and other forms of accessible recruitment.
- Deliver and/or commission training and support materials, including development of written guides, to support managers and other recruiting officers in the management and support of young people with SEND, those who are care experienced and adults with disabilities.
- Development of regular reports and management information to report on outcomes and Key Performance Indicators (KPI’s), including but not limited to:- the number of vacancies converted to apprenticeships, number of Supported Internships provided, offers of employment to those with SEND, care experienced and adults with disabilities, cost savings and numbers of work trials.
- Attend and host careers fairs and other recruitment events, such as reverse jobs fairs and ‘takeover’ events, on behalf of Torbay Council to engage with partners and the wider community, providing information and guidance on suitable employment and training opportunities and career pathways.
- Develop and lead the Council’s work experience offer to provide a co-ordinated cross Council programme, that can be offered in person and digitally.
- Working with Managers and colleagues to ensure that work experience, training and employment opportunities are advertised and promoted in the most effective way, using a range of media and campaigns where appropriate to reach intended audiences.
- Engaging with Schools, other education and training providers on a regular basis to establish and maintain links into work experience, apprenticeships, supported internships and work trials.
- Develop a mentoring and peer support programme to provide personal and professional guidance to work experience participants, apprentices and supported interns.
- As a member of the Recruitment group, take a lead in ensuring that our Recruitment and Retention offer remains competitive, attractive and inclusive, supporting Managers with Recruitment advice around hard to fill roles.
- To proactively work with SWISCo to help develop their inclusive Recruitment and Retention practices, ensuring that technology is used to it best possible advantage to bring efficiencies and streamline processes where possible.
- To develop and lead a National Graduate Development program for the Council.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children’s Services are the Safeguarding Leads for the Council.
- The post is eligible for both hybrid and permanent home working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the Health and Safety policy appropriate to the role.
