1. Key purpose of job
- Under the direction of the Harbour Master his Deputies or Assistants Harbour Masters the Harbour Assistant will assist with a broad range of day to day harbour operations and maintenance activities as required.
2. Anticipated outcomes of post
- Well maintained quays and infrastructure. Clean and safe harbour estates. A professional and efficient service provision to customers, visitors and members of the public.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Assisting in the arrival and departure of visiting vessels which utilise the pontoons or quayside berths. Such assistance to include taking lines, issuing advice and directing skippers as to where they can berth.
- Collecting appropriate harbour charges for use of all harbour facilities, including slipway fees, annual launch permits, visitor’s harbour dues, annual moorings, trailer parking etc.
- Controlling and managing vehicular traffic movements and parking arrangements on the Harbour Estates, as directed by the duty Harbour Master or Deputy.
- Controlling and managing the Torquay inner harbour bridge and cill where necessary, as directed.
- Litter picking and cleaning of harbour estates ashore and afloat to include Brixham fish market halls. Segregating waste and processing old nets ready for re-cycling.
- Assisting the Harbour Master / Deputy, or Assistant Harbour Master to enforce Harbour Bye-laws.
- Maintaining lines of communication in the absence of the Deputy or Assistant Harbour Master, i.e. taking telephone enquiries, handling VHF traffic on Channel 14 (Harbours working frequency), using a walkie-talkie radio as required. Staffing the Harbour Office as and when required, including the manning of the harbour office during weekends as part of the weekend rota.
- Attending the Harbour outside of normal working hours to assist during emergencies and bad weather, including assistance in the recovery of boats or vehicles, etc when necessary.
- Dealing directly with Harbour users and members of the public with regard to the use of Harbour services and facilities, reporting appropriate matters to the Harbour Masters Duties will include the cleaning of slipways, steps and walkways. Also, routine collection of rubbish from the water and from the Harbour Estate as required.
- Assisting the duty Harbour Master or Deputy in the berthing and un-berthing of ships, including the taking and slipping of lines. Also, to carry out the watering of ships as required.
- Inspecting and servicing Lifebuoys and boxes, together with associated ropes and fittings. Reporting any defects.
- Operate harbour launch as required (if qualified) performing routine daily maintenance on the harbour launch/workboat, such as oiling and pumping the bilges. Also, making regular checks on the batteries and fuel, etc.
- Operating the fork lift truck as directed and carry out routine daily maintenance checks. (Operate only if fully qualified).
- Driving harbour vehicles as required when on duty. Vehicles must only be driven by persons holding a full current driving licence who have also passed the appropriate Council test.
- Completing basic notes or such paperwork as may sometimes be necessary, including the harbour log book. Operate basic IT functions including electronic tills, etc.
- Assisting in all matters relating to maritime events as and when required.
- Undertaking such other duties as required by the Deputy / Assistant Harbour Master, commensurate with the grade of the post, as may be assigned from time to time, at any harbour within Tor Bay. The post holder may be assigned to any harbour for any period of time, by management, as determined by the needs of the service.

- Collecting income from harbour charges and handling petty cash.

- This post is based at one of the three Harbours but the post holder may be required to move their base to any other location within the Council at a future date.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
