1. Key purpose of job
- Unlocking and securing of designated corporate buildings on behalf of Torbay Council and other clients.
- Key holder for designated buildings.
- Responsible for reactive and programmed maintenance and repairs, on behalf of Torbay Council.
- Carry out ad hoc repairs on either a reactive, cyclical or programmed basis.
- Manage external contractors on Torbay Council buildings. Ensuring that they are operating in line with health and safety procedures and that the work is carried out to the required standard.
- Moving furniture, setting up for functions and ad hoc cleaning of identified areas within designated buildings.
- Updating the FM Team Leader on a daily basis with all maintenance work requests that have been generated via MTS (Medical Tuition Services) so a plan of work can be auctioned.
2. Anticipated outcomes of post
- To provide an effective and efficient Facilities Management service for Medical Tuition Services.
3. List key duties and accountabilities of the post
- Unlocking and securing designated buildings including the setting of fire and intruder alarms.
- Setting up and clearing for events and functions within designated buildings. This may include the lifting and carrying of heavy furniture and providing bespoke solutions to individual client’s requests.
- Cleaning of areas not covered by the contractual cleaning services. This may involve the use of heavy-duty equipment.
- Restocking and cleaning of water machines, which includes lifting, carrying and delivery of 18kg water bottles.
- Undertaking both programmed and reactive maintenance works.
- Directing and assisting members of the public throughout designated buildings
- Monitoring the behaviour of attendees during functions held within designated buildings. To report any unacceptable behaviour to the FM Supervisor and\or Security Supervisor. Responsibility for the routine testing of fire and intruder alarm systems within the designated buildings.
- Working at height, which may involve the use of ladders, step ladders.
- Undertake office/furniture moves within all designated buildings. This may involve the use of staircases on occasion as not all of the buildings are fitted with lifts. There will be the requirement to lift furniture, move files, cabinets and stationery that can weigh in excess of 20kgs.
- Ensuring the safety of staff, visitors and members of the public within designated buildings.
- Using internet search engines, research into materials and maintenance equipment.
- The post would be required to work on their own unlocking and securing designated buildings throughout the bay, this will be in accordance with lone working policies.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- On occasions will be required to supervise external contractors within designated buildings.
5. Supervision/Line Management Responsibilities of the post
- The post holder will be required to undertake duties within Parkfield My place on behalf of (Medical Tuition Services). The post is not office based. There will be occasions where the post holder will be required to work outside.
- The post would be required to work on their own unlocking and securing designated buildings, this will be in accordance with lone working policies.
6. Working environment and conditions of the post
- The requirement for the lifting/carrying items that can weigh in excess of 20kgs.
- The requirement for cleaning that will involve bending and pushing. Heavy duty cleaning equipment may be used on occasions.
- The requirement to work at height.
- The requirement for lifting/carrying trestle tables and chairs to set up/clear for functions and meetings within the public rooms and halls.
- The requirement to carry out, digging of holes, the use of heavy-duty maintenance equipment, for example ‘petrol hole auger’, ‘concrete breaker’, etc.
- Ability to use specialist equipment and power tools.

- This post is not office based and the post holder may be required to move their base to any other location within the Council at a future date.

- The Council operates a Smoke-Free Policy, and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is a customer facing role and meets the requirements of the Immigration Act 2017 (part 7) the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
