1. Key purpose of job
- To be a leader in identifying, advising on and project managing energy saving and generation opportunities for the Council through regular review of the energy consumption and carbon data across the Council’s estate, proactively managing and improve performance.
- Coordinate and commission plans and other detailed feasibility studies across the Council’s estate for schemes to reduce consumption and carbon emissions.
- To work with others to develop programmes of energy efficiency and low/zero carbon projects that will accelerate the decarbonisation of the Council’s estate.
- Develop business cases and project plans to support the delivery of the programme and projects identified.
- To actively source funding to supplement Council funding for energy efficiency and low/zero carbon projects and to manage those funds effectively.
2. Anticipated outcomes of post
- Accurate and effective management and reporting of the Council’s utilities.
- Proactive approach to decarbonising the estate in line with the Council’s carbon neutral target and maintaining that beyond.
- More prudent use of council budgets and greater external funding to support decarbonisation of the estate and corporate assets.
3. List key duties and accountabilities of the post
- Regular review, analysis, reports and presentation of utilities data (spend, consumption and carbon emissions) and energy audits from across the Council’s estate, including presentation of reports to senior officers and councillors as appropriate.
- Promote, support, provide advice on, and lead delivery of decarbonisation solutions and energy efficiency to all services.
- Propose proactive solutions to reduce spend, consumption and carbon emissions, based on the data and use knowledge and expertise to develop proposals by working with others.
- Develop, coordinate and implement strategies and policies to reduce energy consumption and provide technical and practical advice on energy efficiency to stakeholders, Members and building occupiers.
- Develop business cases, bids and project plans, to actively source internal and external funding or innovative finance models/other to fund decarbonisation across the Council.
- Project and programme manage the delivery of effective, identified and agreed solutions.
- Working alongside others, arrange building heat decarbonisation plans/audits/surveys and develop and support or project manage implementation of energy efficiency, low/zero carbon projects, zero/ultra-low emission vehicle projects across the estate to achieve the objective of becoming a carbon neutral council, helping to reduce carbon emissions, energy and water consumption, and spend.
- Participate in the Council’s Carbon Neutral Council Officers Group and ongoing monitoring and delivery of the estate and energy focussed decarbonisation actions within Council plans.
- Assist in the collation of data for corporate and statutory reporting.
- Maintain oversight of the implementation of energy efficiency projects and ensure projects are reported on and evaluated for efficacy.
- Programme manage the available funding (internal and external) to prioritise projects which achieve the best outcomes and fit current and future budget allocations.
- Assist procurement and contract management team in procuring all future energy and water contracts, giving expert advice and recommendations on solutions.
- Alongside other services, monitor statutory compliance with all relevant utilities legislation including Minimum Energy Efficiency Standards and Display Energy Certificates.
- Maintain knowledge of relevant legislation and the potential impact on Council services.
4. Budgetary/Financial Responsibilities of the post
- Working with corporate climate budgets and asset maintenance budgets to advise on most effective, best value spend, to meet the corporate objectives.
- Manage the Council’s capital pipeline of active proposals and programme for the future in relation to decarbonisation schemes.
- Manage grant funding applications and receipts, including compliance with grant conditions and ensuring funds are spent, accounted for and audited as necessary.
- Have sign off on budgets for consultancy or other specialist support work and management those contracts accordingly.
5. Supervision/Line Management Responsibilities of the post
- The post holder will be expected to lead project teams and to confidently advise and lead conversations and advice given to other Council departments.
- Manage the activities of staff and / or consultants allocated to projects and schemes.
6. Working environment and conditions of the post
- This role will be predominantly desk based, with opportunity for hybrid working.
- There is a requirement arising from the nature of the work to carry out and assist with audits, surveys, inspections of meters and buildings. This can include work on roofs, lofts, boilers/heating plant, car parks with appropriate PPE provided.
7. Physical demands of the post
- Normal physical effort, including walking distances in excess of 1km, moving around on rough ground, using platforms, moving around construction sites.
- As this role may require building audits, surveys, inspections of meters it may therefore require climbing and bending to reach hard to reach areas of buildings such as roofs, lofts, boiler rooms, car parks.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post is eligible for hybrid working with requirement for site visits as necessary.
