1. Key purpose of job
- Provide high visibility security static guarding at Leonard Stocks Centre.
- To provide professional and effective front-line Security for Torbay Council, operating from Leonard Stocks Centre.
- To ensure compliance with the house rules of the Leonard Stock Centre, both within the premises and the surrounding area, in order to maintain safety and security.
- To monitor access, conduct areas patrols, respond to incidents, and de-escalate conflict whilst prioritising the well-being and dignity of residents.
2. Anticipated outcomes of post
- To uphold the house rules at the Leonard Stocks Centre, ensuring that residents comply in order to create a safe environment for both residents and staff.
- To provide assistance to other Council Departments in managing Torbay’s Town Centres and enforcing the Local Authority’s regulatory functions.
- To give customers a positive impression of yourself, the area and Torbay Council. Torbay Council is committed to putting the customer security at the centre of all our services.
- To support the provision of CCTV with Police and other enforcement agencies in order to prevent and detect crime and disorder.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- Providing high visibility Static Guarding of the Leonard Stocks Centre and surrounding areas to maintain the safety of residents and staff. This may include searching residents prior to authorising access.
- Work alongside staff to support clients in crisis and assist with emergency situations.
- If requested provide Mobile Guarding of Council property to provide a visible deterrent regarding security issues on Council property.
- Provide alarm response for Council buildings and related buildings.
- Being able to deal effectively with verbal and physical confrontation using de-escalation techniques.
- Provide Security Escort cover for Council staff.
- Challenging individuals whose actions are anti-social or not authorised on Torbay Council property, and taking appropriate action to resolve issues.
- Maintain accurate written records, and statement writing of incidents.
- Where applicable, taking enforcement action of Public Space Protection Orders (PSPO) and Council Byelaws, including taking statements, issuing cautions, writing reports for case files, and pocketbook entries.
- Liaising with Leonard Stocks Support Staff, Police, Town Centre Officers and Torbay Council staff to ensure a co-ordinated approach.
- Dealing with asset security for public meetings arranged by Torbay Council.
- Offer appropriate signposting for service users of the Leonard Stocks Centre including appointments for services offered within Torbay Council offices.
- To undertake the appropriate security, customer care training, and IT training needed to carry out duties.
- Duties are subject to amendment and revision.
- To undertake any other additional duties applicable to the grade and authorised by the line manager.
- Monitoring CCTV camera images proactively and reactively so as to assist with the detection of crime and other purposes defined in the Torbay Council CCTV Code of Practice, if required to do so.
- To respond in a timely and appropriate manner to all alarm activations in line with standard operating procedures.
- To maintain clear and accurate records of all incidents, intelligence and other relevant information as directed by the line manager, in accordance with standard operating procedures.
- Communicating regularly with Police Officers and Police Staff regarding incidents, observation requests and other general enquiries; ensuring that their information requirements are met in line with relevant legislation, information exchange protocols and standard operating procedures.
- Communicating regularly to other Council Departments, Storenet/Nitenet radio users and Police both by 2-way radio and telephone, in a professional manner in accordance with operating procedures.
- Dealing with telephone enquiries/reports from members of the public or other agencies in a polite, professional manner in line with standard operating procedures and/or as directed by the line manager.
- Inspecting equipment for failures and faults and reporting to the duty supervisor and/or relevant service contractor.
- Ensuring the timely dissemination to work colleagues/line manager of any information that may be relevant to the effective running of the service.
- Maintain a tidy and safe working environment.
- To ensure that Data Protection and Customer Confidentiality is adhered to.
- Respond to out of hours call-outs when requested to cover Holiday or sickness.

- Static Guarding supported living-based conditions 365 days per year throughout the night.
- Mobile Security Patrol, visiting, patrolling council property within Torbay 365 days per year, day and night.
- Attending out of hours call-outs during the night hours to buildings in the Torbay area.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- This post is office based Torquay Town Hall and Leonard Stocks Centre but the post holder may be required to move their base to any other location within the Council at a future date.
- As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to a criminal record check (Disclosure) from the Disclosure & Barring Service before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”. Criminal convictions will only be taken into account when they are relevant to the post.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
