1. Key purpose of job
- To manage My Bay, Torbay’s resident discount scheme, and to facilitate its future development and delivery.
- To actively identify and manage delivery of new income generating opportunities and encourage business sponsorship to achieve the Community and Council objectives.
- To ensure the scheme delivers value to residents and supports local businesses effectively.
- To develop the knowledge and expertise amongst organisations and partnerships to deliver exclusive offers as part of the My Bay scheme.
- To lead the procurement and delivery of services such as printing and posting of the resident cards and permits, and management of toilet card access, to deliver the My Bay scheme.
- To oversee the development and maintenance of scheme information, resident application form, and business sign-up form on the dedicated webpage for the scheme on the Council website.
- To work with the Marketing and Communication teams to ensure the scheme and its offers are promoted among the local community to both residents and businesses in the most appropriate way.
2. Anticipated outcomes of post
- A smoothly functioning My Bay scheme.
- Deliver the benefits of the My Bay scheme such as financial savings for residents, increased footfall into businesses, and high resident satisfaction.
- Both residents and businesses are engaging with and responding to the marketing of the scheme.
- The Council is working with businesses to secure financial support to deliver the objectives of Place Directorate.
- Strong relationships with local businesses, leading to a robust and attractive offer directory.
- Efficient and effective management of scheme resources and budget.
3. List key duties and accountabilities of the post
- To manage and co-ordinate the day-to-day operation of the My Bay scheme.
- Liaise with local businesses to secure and manage exclusive offers for the scheme and support them, where required, in the creation of these offers.
- Act as liaison and monitoring officer for My Bay activities with its suppliers, and residents and local businesses in Torbay.
- Provide advice, guidance and support, for example, how to manage resident queries and verification of resident applications during sign-ups, to customer service team within the Council.
- Monitor and report on scheme uptake, usage, and resident feedback.
- Manage the scheme budget, ensuring cost-effectiveness and value for money.
- To undertake any necessary procurement activities. To lead on or support tender processes depending on the size of the contract, working with the procurement team.
- Manage contracts with external suppliers for providing the services required to deliver the My Bay scheme.
- Update the Council’s web pages and make full use of new technology as appropriate to ensure activities are clearly communicated to the public liaising with the Council’s communications team and other marketing support, internal or external, where appropriate.
- Build and maintain the necessary internal and digital processes to ensure the smooth running of the My Bay scheme and maintain accurate records.
- To look ahead for potential problems and take preventative or mitigating action in advance. Address and resolve any issues related to the scheme promptly and escalating to the Director when required.
- Ensure data protection regulations are consistently adhered to.
- Development and delivery of detailed marketing and communication plans for promoting the scheme during both the sign-up period and throughout the year.
- Development and delivery of detailed annual and mid-year reviews of the My Bay scheme.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- The post holder will be responsible for managing and delivering the My Bay scheme within the allocated budget for the scheme, ensuring transparency and accountability in all financial transactions.
5. Supervision/Line Management Responsibilities of the post
- The post holder will not be responsible for the direct line management of any staff but will lead staff across the council in relation to scheme’s administration and customer service.

- Normal working environment and conditions with occasional visits to local businesses and community events for promoting the scheme.

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. And are aware that the Chief Executive and the Director for Children's Services are the Safeguarding Leads for the Council.
- The post is eligible for both hybrid and permanent home working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.

- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
- If you are required to access a government system such as HMRC, DWP or The Public services network (PSN) as part of your role with the Council you will be required to complete a basic disclose with your line manager before you can access these systems. Your manager will be required to complete a verification form that confirms your identity, nationality and immigration status, employment history and unspent convictions (third party).
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
