1. Key purpose of job
- To successfully project plan and manage the Torre Abbey New Beginnings Chapter One project and other new and existing projects based at Torre Abbey.
- To secure adequate funding to complete the projects.
- To ensure all required reporting is delivered in line with requirements.
- To manage the Stakeholder Engagement & Activity Plan Coordinator, Fundraising Officer and Intern Roles.
2. Anticipated outcomes of post
- Torre Abbey New Beginnings Chapter One is delivered on time and to budget meeting all the agreed outcomes for Torbay Council and the funders.
- Supporting and advising colleagues across the service in identifying, base-lining and developing service needs, support and advice in the development and production of outlines business cases for new projects.
- Assisting officers with new and existing projects to ensure they are delivered on time with the desired outcome.
3. List key duties and accountabilities of the post
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To effectively establish and manage all projects at Torre Abbey to ensure that they reach a successful conclusion.
- To ensure that the project risk exposure is understood by all key stakeholders and is being actively managed. To look ahead for potential problems and take preventative or mitigating action in advance.
- Report on project progress to the Culture and Events Service Manager, project board, and council members, advising immediately if plan tolerance levels are exceeded.
- Production of outline business cases for new projects for Capital Growth Board.
- Produce reports for Capital Growth Board on Torre Abbey New Beginnings Chapter One as required.
- Deliver the day-to-day management of project governance, e.g., Project Board agendas, minutes, arranging meetings etc.
- Work with senior officers at Torre Abbey to develop operational plans and monitor project impact on day-to-day operations.
- Manage the roles directly related to Torre Abbey New Beginnings Chapter One or other projects to ensure targets are met.
- Manage external contractors delivering revenue elements of projects ensuring deliverables are achieved.
- Develop a funding strategy for Torre Abbey New Beginnings Chapter One and secure adequate funding to deliver this and any other project.
- Provide reporting to funders by agreed deadlines.
- Act as main point of contact for National Lottery Heritage Fund and Arts Council England for Torre Abbey projects.
- As a member of the Heritage Places working group monitor all funding application programmes and project development across heritage sites in Torbay.
- Liaise with service managers, team members and other colleagues across the Authority to ensure linkages are made with other projects and programmes.
- Plan, schedule and track project timelines and milestones using appropriate tools.
- Effectively communicate project expectations and give updates to team members and stakeholders in a timely and clear fashion.
- Undertake research, gather and analyse information and provide complete and accurate presentations/reports.
- Work with the Procurement team to write specifications for tenders etc. and to ensure correct processes are followed, liaising with Legal team where necessary.
- Liaise with Human Resources to ensure that projects can be achieved in line with employment legislation and procedures.
- Act as client on behalf of Torbay Council for Torre Abbey New Beginnings Chapter One when the Torre Abbey Manager is unavailable.
- Deputise for the Torre Abbey Manager as required.
4. Budgetary/Financial Responsibilities of the post
- Efficient and effective control of the £1m professional fees and revenue budget for Torre Abbey New Beginnings Chapter One budget.
- Efficient and effective control of other project budgets which could range from £10k to £2m.
5. Supervision/Line Management Responsibilities of the post
- Direct management responsibility for the Stakeholder Engagement and Activity Plan Coordinator, Fundraising Officer and 2 x Torre Abbey New Beginnings Chapter One Intern roles.
- There will be a need to lead and manage project teams and other supporting officers from across the Council in delivering projects.
6. Working environment and conditions of the post
- Working at Torre Abbey and within its grounds. This may involve some working in an outdoors environment and working within a historic house location.
- There may be some off-site working, such as at networking & sector events, promotional exhibitions or similar.
7. Physical demands of the post
- There will be lifting involved in set up and break down of events/activities which will require manual handling.
- Ability to assist with evacuation of persons in a wheelchair during emergency procedures and act as Fire Marshall in event of a fire/emergency.

- This post is office based at Torre Abbey but may also be eligible for home working.

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
