1. Key purpose of job
- To be responsible under the direction of the Beach Services Manager for activities taking place on the beaches and promenades of Torbay.
- To be a first point of contact for all beach users and tenants.
- To provide early identification of emergency maintenance requirements.
2. Anticipated outcomes of post
- The delivery of a safe and efficient service at Torbay’s beaches and promenades.
- Maximised income from sea front services.
- Maintaining the standards required for gaining beach awards.
- Satisfied beach users, beach hut and chalet customers.
3. List key duties and accountabilities of the post
- Work within a staff rota to ensure adequate daily cover including weekends at peak times.
- Supervision and ensuring effectiveness of seasonal staff, including arranging training and creating staff rota to ensure adequate daily cover.
- To maintain the cleanliness of Torbay beaches (pick litter, empty rubbish bins, pressure washing).
- Ensuring all short-let facilities are prepared for hiring out prior to the season and then change over between customers throughout the season.
- Cutting grass and overgrowth behind cabins chalets and beach huts.
- Responsible for security of and accurate accounting for cash.
- Maintain accurate records of transactions, events, and incidents.
- Provide First Aid to any staff or members of the public if called upon.
- Deal with general requests for information, assistance and/or complaints from general beach users, facility customers and tenants.
- Carry out maintenance tasks such as carpentry on cabins/beach huts, chalet lock servicing and or replacement, re-felting of beach hut roofs and other similar requirements.
- Carry out regular site inspections at all Torbay sites (large and small), reporting and or repairing any defects found.
- Monitor the activities of the beach lease holders and report any concerns to the Beach Service Manager.
- Responsible for ensuring all beach safety equipment (lifebuoys and throwlines) are in good condition and able to be deployed.
- Assist with the removal and transportation of beach huts at the start and end of the summer season.
- Remove flotsam, jetsam and occasionally dead mammals and birds from beaches.
- Report all accidents / incidents using the approved forms and processes.
- Control vehicular access to areas where this is restricted.
4. Budgetary/Financial Responsibilities of the post
- Handling of petty cash when renting out deck chairs, beach huts etc.
- Completion of waybills to submit with cash payments taken.
5. Supervision/Line Management Responsibilities of the post
- Supervision of seasonal beach staff.
6. Working environment and conditions of the post
- Working on the beaches and promenades within Torbay (from an office on some sites).
- Working outside in all weathers.
- Removing dead mammals and birds from beaches.
7. Physical demands of the post
- Lifting, carrying, pushing, pulling of beach furniture, beach huts and other equipment.
- Ability to walk on uneven beach surfaces and climb over rocks etc. as required.
- Manoeuvring beach huts onto flatbed trucks.
8. Specific resources used by the post
- Required to drive Council vehicles.
- Use of petrol blower, strimmer and lawn mower may be required. Use of pressure washer, generator and power tools.

Other Information

- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- This post is based at Parkfield but the post holder will be required to move their base to any other location within the Council as required.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
