Torbay Virtual School champions the education of children and cared for young people, supporting social workers and designated teachers in the recording of termly personal education planning meetings (PEPs).

The post offered is on a full time basis being office and home based (hybrid)

A successful PEP & Systems Coordinator will: 

  • Champion the education of cared for children and/or care experienced young people, actively supporting them in reaching their educational potential and aspirations.
  • Set up effective PEP monitoring, tracking and quality assurance systems to enable robust oversight, evaluation and clarity under the terms of Section 52, Children Act, 2004
  • Support the development of the Torbay Virtual School, especially in regard to PEP phase developments, e.g. early years, primary, secondary and post-16.
  • Support the delivery of training and development programmes for a range of key professionals, especially in regard to PEP compliance, completion and quality.
  • Maintain all system registers as well as to ensure electronic case files are well maintained to agreed quality standards and confidentiality in line with the Data Protection Act.
  • Support the work of the Virtual School team, in consultation with the Virtual School Head.

The post-holder will need to be able to work under pressure, to meet deadlines and to identify priorities when faced with competing demands.  Good numeracy and excellent verbal and written communication skills will be essential, as will the ability to build and maintain strong and positive working relationships with families, schools and a range of other professionals.

The team provides legal advice and representation to our clients across a spectrum of children’s public law and within private law matters, supporting the safeguarding of children and ensuring the Local Authority is fulfilling its statutory duties.

This role sits at the heart of the team in supporting our more senior colleagues in progressing care and adoption cases to their conclusion and within private law matters, where there is Local Authority involvement.

Ideally, we welcome applications from Law Graduates, Legal Executives or Solicitors but will consider candidates who have extensive experience of advising/working in relation to children's social care matters and aspire to undertake legal qualifications or are in the process of doing so. Applicants will have experience in aspects of child protection, from emergency protection orders and care proceedings to adoption, disclosure work, leaving care advice and immigration issues relating to children and families. The role is predominately managing court proceedings and as such, advocacy experience is desirable, however, training can be provided.

The team is responsible for a variety of licensing regimes, including Alcohol and Entertainment, Taxi and Private Hire Licensing, Gambling, Sex Entertainment Venues, Street Trading and Pavement Cafes, Animal Licensing and Sports Ground Safety.

Reporting to the Regulatory Services Manager (Commercial), you’ll be the lead officer for Public Nuisance, acting as the Responsible Authority and undertake noise complaint investigations, so a background in this role or/and experience of statutory nuisance investigations is essential. You also be involved in other areas of Licensing work supporting other officers notable Park Homes Licensing and Taxi Licensing. Training will be given for these roles. You will bring with you experience of working in a regulatory environment and a proven ability to work independently on a wide range of licensing matters ensuring compliance with our procedures and performance targets and demonstrate an ability to see tasks through to a successful conclusion.

You’ll be responsible for your own caseload of work and will undertake programmed and unannounced inspections and investigations and determine the appropriate enforcement action to be taken. The nature of the post requires a flexible approach with the ability to travel around the local area and occasionally working outside what are regarded as normal office hours.

You’ll be a confident communicator with excellent time management skills and be comfortable dealing with members of the public, elected councillors and other enforcement agencies.

You’ll be educated to degree level and have demonstrable relevant experience and knowledge, and possess a relevant professional qualification, for example from the Institute of Licensing, or substantial equivalent experience.

You will play a significant role in reducing traffic congestion within Torbay through the enforcement of parking restrictions.

What you’ll be doing

You’ll need to be comfortable and enjoy dealing with members of the public and able to handle any potential conflict, you’ll also need to be happy to work out-doors in all weathers as this is an active role where you will be walking up to 10 miles per day. Be comfortable working alone, but part of a team acting on your own initiative achieving the standards set out in our operational guidance, be self-motivated and have a good deal of resilience.

What you’ll bring

About the Apprenticeship

We have an exciting new opportunity for an apprentice to join us as we continue to grow our Development & Projects Management team.  It is an exciting time, and you will be an integral part of a friendly and supportive team. 

The apprenticeship will consist of work-based experience and training.

This role involves:

  • Learn aspects of the town planning duties with appropriate support from line management.
  • Learn a range of processes to effectively and efficiently assist in the development management of regeneration schemes.
  • Learn a range of computerised systems as appropriate.
  • Learn aspects of document and data management systems
  • Work flexibly as part of a team
  • Undertake study towards achievement of a town planning qualification.
  • Liaison with internal and external stakeholders including designers, project managers, contractors and clients.

This is a permanent position.

At the end of the apprenticeship, you’ll have a MSc (Hons) Urban Planning. TDA will also support you in gaining professional membership with the Royal Town Planning Institute (RTPI)

Start date: September 2023

Duration of programme: 2 or 4 years

Location: Torquay with one day a week attendance at University

Hours: 37 hours a week, with 20% of time studying or undertaking off the job training 

What you will need to apply

  • To be eligible to work in the UK
  • To be 18 years old or over as of 1st September 2023

There are two entry points to this programme, which are as follows:

  • 2 Year Programme in MSc Urban Planning 
  • GCSE English and Maths at Grade 4/C or above (or equivalent qualifications)
  • Candidates will normally have a minimum 2:2 Undergraduate degree. While applicants are likely to have a background in geography and the social sciences, we encourage applications from a range of subject areas. However, if applicants do not meet these requirements but have relevant professional experience and qualifications, we will consider them on an individual basis, in line with the University’s discretion.

OR…

  • 4 Year Programme in CertHE in Urban Planning Practice (two years) before progressing onto MSc Urban Planning (for a further two years)
  • Tariff points: 104
  • GCSE: Grade C/4 in English Literature or Language and Mathematics, or equivalent. We do not accept Level 2 Key Skills, Functional Skills or Certificate in Adult Numeracy and Literacy as alternatives to GCSEs.
  • A-level subjects: No specific subjects required.
  • EDEXCEL (BTEC) Diploma: No specific subjects required. Please list the units you are taking in your application. For further advice on acceptable units please email us.
  • Access: No specific subjects required.
  • Baccalaureate IB: No specific subjects required.
  • Irish Highers: No specific subjects required.
  • T Levels: No specific subjects required.

About the Apprenticeship

We have an exciting new opportunity for an apprentice to join us as we continue to grow our Property Services team.  It is an exciting time, and you will be an integral part of a friendly and supportive team. 

The apprenticeship will consist of work-based experience and training with day release one day per week at a University Campus.

You will be supported by a senior member of the team that has been through the degree apprenticeship course and will mentor you through the programme.

This role involves learning the role of electrical engineer, covering low/zero carbon building services, thermal performance and energy management, heating and cooling, lighting design and electrical services, assisting in the project management of capital projects, learn to use a range of computerised systems and get support to use basic computer -aided design and modelling software.

This is a permanent full-time position.

At the end of the apprenticeship, you will apply to for ACIBSE professional membership with CIBSE and IEng (Incorporated Engineer) professional registration. TDA will support you in gaining professional membership and registration.

Start date: September 2023

  • 3 A-Levels, ideally including maths or a science, gained by Sept 23 (or equivalent qualifications in similar subjects)
  • An interest in buildings and how things work.
  • To be eligible to work in the UK
