The role

We are open 7 days a week, all year round from 9am to 5pm from April - September, and  9am to 4.30pm October – to March We offer a 0 hours contract, although would prefer you to commit to  20 hours a week, but there is some flexibility in this requirement. Staff may be asked to work additional hours, especially during peak times, and there are occasions when evening work is required when special events are being held at Cockington.  Hours will be discussed at interview. Weekend only work may be available.

Rate of pay from April 2022 will be £9.50 an hour initially, rising to £10.11 per hour after successful completion of probation.

About the role

Torbay Council is an ambitious unitary council on the coast in South Devon  has several wholly owned companies. Your role, as an experienced finance manager, will be to provide a full financial support service including budget setting, management accounts and year end to SWISCo, a company that provides a range of services including waste collection, street scene and highways. – (swisco.co.uk). You will also be proactive in supporting the company’s commercial ambitions.

In addition, you will support the Council as shareholder in overseeing the business plans, financial performance and consolidated “group” reporting including tax planning for all other council companies, including its housing company (TorVista) and its group of companies providing business and property services (TDA Group).

About the role

This will involve playing an important part within the Systems & Redesign Team that involves a variety of key finance tasks, analytical reporting, and systems maintenance. This will range from supporting and maintaining the Finance System (known as FIMS) raising support cases, application testing etc, providing technical support to FIMS users from different council departments, development of analytical reports through reporting tools such as Power BI and involvement in cross departmental finance projects to drive improvements with the range of services a unitary council provides.

You’ll need to have a good reporting and accounting concept, high level of creativity, an ability to problem-solve and make informed decisions.

You will play a significant role in reducing traffic congestion within Torbay through the enforcement of parking restrictions.

What you’ll be doing

You’ll need to be comfortable and enjoy dealing with members of the public and able to handle any potential conflict, you’ll also need to be happy to work out-doors in all weathers as this is an active role where you will be walking up to 10 miles per day. Be comfortable working alone, but part of a team acting on your own initiative achieving the standards set out in our operational guidance, be self-motivated and have a good deal of resilience.

What you’ll bring

If the job for which you are applying would involve access to children and/or vulnerable adults you must agree to a disclosure being sought from the Disclosure and Barring Service. The Rehabilitation of Offenders Act 1974 (exceptions) Order 1975 does not allow employees with access to children, young persons under the age of 18 and vulnerable adults the right to withhold information regarding previous criminal convictions, cautions and warnings, including those regarded as ‘spent’ – all must be declared. A criminal record will not necessarily be a bar to employment with us.

We will only request a Disclosure where it is relevant to do so and we will tell you at the application stage if the job requires you to complete an enhanced DBS Check.

Failure to disclose convictions, cautions, reprimands or final warnings could result in disciplinary proceedings or dismissal.
