You will work towards turning our ambition into reality, so that people’s perception and experience of visiting the area meets their expectation of the English Riviera as the premier UK resort.

The ideal candidate will have extensive knowledge and experience of staging outdoor events, a detailed knowledge of event health and safety legislation (Purple Guide), a track record of successfully encouraging nationally renowned producers of largescale commercial and non-commercial events to develop new events in an area, and experience of encouraging such event producers to work collaboratively with local creatives and community partners.

Employment checks

As a responsible employer we adhere to safer recruitment practices and all our employees are subject to the following recruitment checks:

Criminal Records Self Disclosure

All shortlisted candidates will be required to complete a Criminal Records Self Disclosure form so that certain convictions and cautions can be discussed at the interview stage. Possession of a criminal record will not automatically prevent job applicants from working with Torbay Council. As part of the recruitment process information revealed regarding a criminal record will only be considered in light of its relevance to the post for which you are applying. Torbay Council will treat applicants who have a criminal record fairly and will not unlawfully discriminate because of a conviction or other information revealed.

The amendments to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (2013 and 2020) provides that when applying for certain jobs and activities, certain convictions and cautions are considered ‘protected’. This means that they do not need to be disclosed to employers, and if they are disclosed, employers cannot take them into account.

To fully understand your disclosure rights and whether a conviction or caution should be disclosed please refer the Ministry of Justice website. You can also refer to the guidance on the NACRO website.

For successful candidates, failure to disclose convictions, cautions, reprimands or final warnings could result in disciplinary proceedings or dismissal.

Right to work

Anyone applying for a job with us will need to provide evidence of their identity and right to work in the UK. All documentation will be fully checked.

Non-UK applicants who do not have a right to work in the UK must apply for a Certificate of Sponsorship from Torbay Council, approved by UK Visas and Immigration, before any employment offer can be confirmed, unless they are an EEA or Swiss citizen that was already employed by the Council prior to 31st December 2020, then they will need to apply to the EU Settlement Scheme instead.

Confirmation of qualifications

You will also be asked to have your relevant original qualification certificates available for the interview.

References

Please give the name and address of two references from whom we may seek information regarding your suitability for employment. These referees must be authorised to provide references by the employer. Your references need to cover at least the last 3 years of your employment. Please provide additional references to meet this if necessary. If you are currently employed, one of your references must be your current employer; otherwise, it must be your most recent employer. If you are in or have just completed full-time education, one referee should be from your school/college or university. Your references should not include a relative, personal referees or work colleague.

Disclosure and Barring Service (DBS) for certain jobs

We are committed to safeguarding and protecting the welfare of children and vulnerable adults and expect all our employees, agency workers and volunteers to share this commitment. If the job for which you are applying would involve access to children and/or vulnerable adults you must agree to a disclosure being sought from the Disclosure and Barring Service. The Rehabilitation of Offenders Act 1974 (exceptions) Order 1975 does not allow employees with access to children, young persons under the age of 18 and vulnerable adults the right to withhold information regarding previous criminal convictions, cautions and warnings, including those regarded as ‘spent’ – all must be declared. A criminal record will not necessarily be a bar to employment with us.

We will only request a Disclosure where it is relevant to do so and we will tell you at the application stage if the job requires you to complete an enhanced DBS Check.

Failure to disclose convictions, cautions, reprimands or final warnings could result in disciplinary proceedings or dismissal.
