As part of Torbay’s commitment to children and young people, an opportunity has arisen for a Community Care Worker based in the Family Intervention Team.  This role has a central part to play in the redesign of the Early Help Service by delivering interventions and activities that ensure children and young people’s needs are identified and met at the earliest possible stage.

This is an outcomes focused service that is aligned closely to the Government’s Supporting Families Agenda.  Therefore, the role will involve working closely with children, young people and their families delivering evidence based interventions.  The Family Intervention Team works systemically but at the same time you will be expected to keep children and young people at the centre of all your work.  As a Community Care Worker in the Family Intervention Team you will also work with a number of key partner agencies to ensure a joined up approach is taken to meeting children and young people’s needs.  To succeed in this role you will need to be a calm and systematic worker who is able to develop and maintain relationships with children, young people, parents and professionals from partner agencies.  You must be a good communicator and be able to work under pressure in order to ensure good outcomes for children and young people.

It is essential that any applicant has a good knowledge of assessment, planning and evidence based interventions (e.g Positive Parenting Programme, Incredible Years).  A good working knowledge of the Children’s Act 1989 and 2004, Adoption legislation, Crime and Disorder Act 1998 (Parenting Orders and Anti-Social Behaviour Act 2003 is also desirable along with a good understanding of contemporary challenges that families now face.  Therefore, previous experience of working with children and young people work is considered an essential requirement of applicants.  Applicants must be educated to GCSE level or equivalent.

This is a really exciting time to join Torbay as it moves at pace through its redesign of Children’s Services.  The Early Help Service is a stable team consisting of practitioners working across a number of disciplines and delivering various outcome focused interventions.  The service works closely with partner agencies and is committed to community engagement and development by forming positive relationships with children, young people and their families.

Number of hours: 37

Location: Torbay

Do you enjoy working outdoors, helping people and have great communication skills?

Do you have excellent customer service skills and enjoy being active?

If so, we are currently recruiting for a Multi Skilled Civil Enforcement Officer.

About the role

Our Multi Skilled Civil Enforcement Officers enforce road traffic orders by issuing Penalty Charge Notices, and are the eyes and ears of the local community, patrolling areas whilst wearing a body worn video, providing advice to residents, and members of the public. You will play a significant role in reducing traffic congestion within Torbay through the enforcement of parking restrictions.

What you’ll be doing

Your day will be spent mostly outside, in all weathers, walking up to 10 miles per day, so please consider this before you apply. You will be dealing with members of the public face to face, so customer service must be something you enjoy, sometimes in difficult situations. Be friendly, polite, and willing to offer support, advice and assistance to colleagues and customers.

What you’ll bring
  • The ability to work as a team or on your own, patience and tact.
  • An assertive but polite approach.
  • The ability to handle difficult situations in a calm and professional way.
  • An awareness of health and safety
  • The ability to make decisions
  • Good numeracy skills and the ability to keep accurate records.
  • PC skills would also be an advantage, as you will be using a hand held device daily.

You will be required to work, Monday to Sunday (including Bank Holidays). Shifts vary so flexibility for the role is essential.

What we give in return

As well as rewarding you with competitive pay, training and development opportunities, Torbay Council offers standard benefits including 25 days annual leave, pension scheme, and some not so standard benefits as part of our employee benefits scheme – so if you would like to hop on a new bike (cycle to work scheme) or enjoy retail shopping, you can access discounts via My Lifestyle at Eden Red!

Be you, be happy - we strive to have a friendly and inclusive culture that respects and maximises the contribution individuals can bring to Torbay Council. We recognise the benefits that people with varying backgrounds and experiences can bring. We continue to promote the right environment to ensure we continue to promote equality, inclusivity and diversity for everyone.

A full valid driving licence and a DBS disclosure are required for this role.

Employment checks

As a responsible employer we adhere to safer recruitment practices and all our employees are subject to the following recruitment checks:

Criminal Records Self Disclosure

All shortlisted candidates will be required to complete a Criminal Records Self Disclosure form so that certain convictions and cautions can be discussed at the interview stage. Possession of a criminal record will not automatically prevent job applicants from working with Torbay Council. As part of the recruitment process information revealed regarding a criminal record will only be considered in light of its relevance to the post for which you are applying. Torbay Council will treat applicants who have a criminal record fairly and will not unlawfully discriminate because of a conviction or other information revealed.

The amendments to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (2013 and 2020) provides that when applying for certain jobs and activities, certain convictions and cautions are considered ‘protected’. This means that they do not need to be disclosed to employers, and if they are disclosed, employers cannot take them into account.

To fully understand your disclosure rights and whether a conviction or caution should be disclosed please refer the Ministry of Justice website. You can also refer to the guidance on the NACRO website.

For successful candidates, failure to disclose convictions, cautions, reprimands or final warnings could result in disciplinary proceedings or dismissal.

Right to work

Anyone applying for a job with us will need to provide evidence of their identity and right to work in the UK. All documentation will be fully checked.

Non-UK applicants who do not have a right to work in the UK must apply for a Certificate of Sponsorship from Torbay Council, approved by UK Visas and Immigration, before any employment offer can be confirmed, unless they are an EEA or Swiss citizen that was already employed by the Council prior to 31st December 2020, then they will need to apply to the EU Settlement Scheme instead.

Confirmation of qualifications

You will also be asked to have your relevant original qualification certificates available for the interview.

References

Please give the name and address of two references from whom we may seek information regarding your suitability for employment. These referees must be authorised to provide references by the employer. Your references need to cover at least the last 3 years of your employment. Please provide additional references to meet this if necessary. If you are currently employed, one of your references must be your current employer; otherwise, it must be your most recent employer. If you are in or have just completed full-time education, one referee should be from your school/college or university. Your references should not include a relative, personal referees or work colleague.

Disclosure and Barring Service (DBS) for certain jobs

We are committed to safeguarding and protecting the welfare of children and vulnerable adults and expect all our employees, agency workers and volunteers to share this commitment. If the job for which you are applying would involve access to children and/or vulnerable adults you must agree to a disclosure being sought from the Disclosure and Barring Service. The Rehabilitation of Offenders Act 1974 (exceptions) Order 1975 does not allow employees with access to children, young persons under the age of 18 and vulnerable adults the right to withhold information regarding previous criminal convictions, cautions and warnings, including those regarded as ‘spent’ – all must be declared. A criminal record will not necessarily be a bar to employment with us.

We will only request a Disclosure where it is relevant to do so and we will tell you at the application stage if the job requires you to complete an enhanced DBS Check.

Failure to disclose convictions, cautions, reprimands or final warnings could result in disciplinary proceedings or dismissal.
