1. Key purpose of job
- To provide leadership, accountability and management under an Honorary contract with Torbay Council for defined services within the Place Directorate.
- To provide leadership and management of Torbay Council’s harbour authority function including the statutory Tor Bay harbour authority.
- To provide leadership, accountability and management for the Facilities Management function.
- To provide leadership, accountability and management for the Parking services function.
2. Anticipated outcomes of post
- The statutory responsibilities in relation to Tor Bay Harbour Authority and other related services are discharged safely and efficiently in line with relevant Acts of Parliament, regulations and guidance.
- The Parking Service will see development and innovation, whilst being effectively performance managed in order to deliver the Council’s strategic outcomes.
- The Facilities Management service will provide an excellent service to the Council.
- Effective working relationships with internal and external partners are developed and maintained.
- Effective and efficient delivery of services to its customers in line with agreed corporate standards and expectations.
- Strong, focused and inspirational leadership will be seen in support of the Council.
- Effective and efficient services that are fit for purpose and within budget will be evident.
3. List key duties and accountabilities of the post
- To take responsibility for the management of Torbay Council’s harbour authority function including the statutory Tor Bay harbour authority.
- To provide leadership of the immediate team, support to the Harbour Committee and wider political engagement and other stakeholders including Torbay Coast & Countryside Trust, Dept for Transport, Maritime & Coastguard Agency, Devon & Cornwall Police and others.
- To take responsibility for the Parking services and estate parking estate, ensuring effective management and service delivery.
- To take responsibility of the Facilities Management service, ensuring a cost effective and timely Facilities management service to internal and external customers.
- Responsible for monitoring, controlling and maximising income of the maritime, coastal and parking budgets to ensure that the service can meet the needs and policies of the Council and to fulfil the Harbour Authority’s statutory functions.
- To provide leadership and support, as may be required in response to Major Emergencies and to ensure that business recovery plans are in place.
- To ensure the implementation and conformity with approved Council policies, especially those relating to Health & Safety, Finance, Risk Management and Human Resources.
- Provide visionary leadership to staff groups within the service areas to create a strong performance culture and ensure the delivery of excellent services.
- Ensure the Council provides high quality customer-focused services.
- To ensure that safe practices of work are in place and always adhered to in line with the appropriate legislation.
- Ensure that line managed Heads of Service are all aware of their statutory, legal, operational and developmental obligations.
- Corporate policies, procedures, changes and strategies will be developed and implemented to support efficiency savings, flexibility, transformation and continuous improvement.

4. Budgetary/Financial Responsibilities of the post
- Ensuring that a balanced budget is set and continuously monitored across service areas using FIMS financial management system and provide exception reports for any significant variances for all relevant business services.
- Ensuring adequate control and management of allocated funding to facilitate the satisfactory delivery of services and completion of identified projects.
- Responsible for Budgets of Harbours, Parking services and Facilities management.
5. Supervision/Line Management Responsibilities of the post
- Direct line management of the Tor Bay Harbour Master. Teams exist under this level.
- Direct line management of the Head of Parking Services. Teams exist under this level.
- Direct line management of Facilities Management Officer. Teams exist under this level.
- Other line management as required to support the Directorate.
6. Working environment and conditions of the post
- Frequent visits to operational harbour including on the water, occasionally in inclement weather, to be managed by health and safety protocols.
- Frequent site visits to Parking and Facilities Management estates.
- Responding to emergency situations may require call out to any harbour, coast or beach location in Torbay.
- It may be necessary, occasionally, to undertake work at sea.
- The post holder will be required to support the team by attending the harbour in severe weather conditions and to respond directly to any incident of coastal oil pollution.
- Occasional evening and weekend working.
