1. Key purpose of job
- To provide Strategic leadership and management across the Regeneration and Place Delivery Directorate, ensuring the successful delivery of the Council’s Regeneration Programme worth over £500m, leading on creative and innovative solutions ensuring that these align with the Corporate Plan and support Torbay’s ambitions.
- To work collaboratively with internal and external partners (in both private and public sector) and with regional and national partners across government, to bring forward major developments and facilitate strategic investment opportunities that will deliver sustainable and inclusive growth for Torbay’s communities.
- To positively promote and represent the Council, supporting the Chief Executive and other senior leaders to manage the Council – driving performance, effectiveness, and efficiency.
2. Anticipated outcomes of post
- Successful regeneration of the physical space of Torbay will make a positive contribution to the whole community and therefore all Council Services, particularly in the Council’s ability to tackle deprivation.
- Provides clear, strong and motivational leadership to the services areas, creating a high-performance culture, both across the Council and within the Directorate that drives continual improvement, efficiency savings and high levels of customer satisfaction.
- Working with the Director of Pride in Place, who will set the overall vision for the physical regeneration of the bay, the role will identify opportunities to deliver the Council’s regeneration agenda and find means of realising the full value of those opportunities through direct action, securing the necessary resources, adapting policy, commissioning, and community and partner action.
- The Director will play a lead role, with the Director of Pride in Place, in ensuring that the Council has improved credibility and momentum to be able to effectively deliver and/or enable major capital projects across the Bay within agreed timescales and budgets.
- As a Senior Leader in the Council, the role will support the continued improvement of our cultural aspirations, role modelling and embedding our values, driving engagement and innovation, and promoting diversity and inclusion.
- Providing support for the Chief Executive in providing strategic advice to Members and ensuring the efficient and effective Regeneration and Place Delivery Directorate operations of the Council.
3. List key duties and accountabilities of the post
Leadership
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
- To contribute towards the corporate management and leadership of the Council as a member of the Senior Leadership Team, actively understanding the challenges and proactively and effectively supporting colleagues in ensuring objectives are achieved.
- To act as lead Director on corporate areas of activity, policy and organisational development as required.
- To develop a culture of collaborative working relationships with partners and communities to ensure the effective delivery of services and management of resources.
- To support the delivery of the Council’s budget priorities and the effective use of the Council’s resources.
Strategic
- Provide strategic leadership of the Council’s Regeneration Programme, in collaboration with Senior Leadership Team colleagues.
- Provide strategic leadership and delivery of the council’s Capital Programme, Engineering, Project Management, Development, Housing and Property Services
- To proactively engage in the interface between elected Members and Officers working closely with the relevant Portfolio holders.
- Ensure partnerships are created, developed and maintained across Torbay, regionally and nationally in order to generate resources and opportunities.
- Embed appropriate governance, programme management and stewardship for delivery of services in the Directorate and capital programmes.
Service
- Provide clear leadership and management direction to achieve the efficient and effective operational delivery within services in the Directorate.
- Provide guidance and support to Elected Members to help them translate their political priorities into initiatives that deliver the intended outcomes for residents.
- Develop comprehensive service plans for each area that will underpin and support the achievement of the Community and Corporate Plan, with appropriate governance procedures, clear objectives and performance monitoring.
- Deliver excellent client, management and contract oversight of all external service providers, ensuring delivery standards are met.
- Actively engaging with all parts of the community – individuals, community groups, businesses, and public sector partners in ensuring the delivery of services in the Directorate
- To practically lead the work of the Capital and Growth Board
- Ensure that the operational delivery of regulatory work provided by teams within Place Delivery is complaint with codes of compliance
4. Budgetary/Financial Responsibilities of the post
- The post will be responsible for the delivery of over £500m of Regeneration across Torbay.
5. Supervision/Line Management Responsibilities of the post
Direct line management of the following posts:
- Head of Engineering
- Head of Development and Project Management
- Property Services Manager
- Capital Programme Manager
- Head of Strategic Housing
To commission external and manage resources as appropriate, managing and directly supervising teams of internal and external stakeholders across multiple and diverse project workstreams to support the delivery of Capital Programme.
- Ongoing responsibility for the effective management of the Capital Programme.
6. Working environment and conditions of the post
- Occasional site visits to capital schemes, to be managed in compliance with health and safety protocols.
- Office based with flexibility for homeworking on a hybrid basis.
- Occasional weekend and evening work is required

- The post holder is expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. - This post is office based at the Town Hall but the post holder may be required to move their base to any other location within the Council at a future date.
- The post is eligible for hybrid home working.
- You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions.
- The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
- The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
- The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
- The post-holder must be committed to the Council’s Core Values for employees – “Torbay Council employees are committed to being forward thinking, people orientated and adaptable - always with integrity”. Evidence will be sought during the probation and appraisal processes.
- If this post is customer facing, it will require the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
