1. Key purpose of job
- Facilitate the provision of an excellent and commissionable Spatial Planning Service for the residents and visitors to Torbay that enables economic prosperity through sustainable development and economic regeneration within a safe and secure built and natural environment.
- Plan, co-ordinate and manage the diversity of specialist disciplines within the service group and resolve conflicting priorities having regard to risk, budget and council policy.
- Manage business challenges and individual competencies to ensure that optimum resources are allocated to maximise service delivery in achieving business objectives, Local and National Performance indicators and Corporate Area Assessment scores.
- Assist in bringing to fruition the aims and objectives of the Community Plan.
- Actively encourage and support all aspects of economic regeneration and the ongoing prosperity of the bay.
- Promote a customer centric approach and adopt recognised quality management principles to service delivery.
- Understand and respond to the needs and expectation of stakeholders and customers.
- Manage compliance with all relevant statutory and regulatory provisions applicable to the operation of the service, business unit and the council.
- Promote the council and business functions while ensuring staff present a consistent professional image within the Bay, regionally and nationally.
- Deputise as necessary in the absence of the Senior Service Manager.
2. Anticipated outcomes of post
- An effective and efficient service that is fit for purpose and responds to transformational change and the needs and expectations of its stakeholders and customers.
3. List key duties and accountabilities of the post
- Ensuring that a zero based and balanced budget is maintained for the service.
- Ongoing responsibility to review the efficiency and performance of the service having regard to risk and Council policy.
- Support organisational, policy and legislative changes by developing, implementing and reviewing new policies, procedures and practices
- Interpret guidelines, legislation, national and local policy and procedures and develop processes and systems within the service area that contribute to the service delivery outcomes of the business unit.
- To act as the proper officer when exercising powers delegated by the Council.
- Advising the Senior Service Manager of major and strategic service specific issues that are likely to affect policy framework and performance of the council by writing reports, attending briefings and council meetings as required.
- Be an active and effective member of the Business Unit Management Structure.
- Ensure effective complaint management and an adequate response to any complaints in accordance with policy and published procedures.
- Ensuring proper communications, effective integration and co-ordination of specialist disciplines, determining priorities, establishing correct levels of delegation and utilising resources efficiently.
- Prepare reports that monitor service performance and risk management of projects identified in the business unit balance score card in order to maximise delivery.
- Be responsible for applying disciplinary procedures within the service area and ensuring that all Human Resources policies relating to staff and performance are applied appropriately.
- Ensure effective project management within the balanced score card using appropriate Prince 2 methodologies.
- Provide such support as may be required in response to Major Emergencies and business recovery.
- Actively engage with other Senior Service Managers and team members within Spatial Planning to ensure a seamless integration of service provision to both internal and external customers.
- Develop and maintain effective working relationships with other key organisations and groups from within Torbay and the South West Region.
- Ensure effective collaborative working between Development Services staff in order to ensure that compliant and sustainable developments are satisfactorily completed with any contravention is investigated and acted upon in accordance with council policy and procedure.
- Ensure that alleged dangerous structures are properly investigated, all appropriate safety measures taken, and where necessary, pursue formal action in the courts.
- Manage the processing of deposited plans for compliance with the Building Regulations and allied legislation, preparing schedules of matters requiring attention, and the arranging of amendments as necessary.
- Promote and market the services of Local Authority Building Control and to actively participate in the Local Authority Partnership Scheme to develop new business opportunities.
- Act as the Quality Manager as defined in ISO 9001: 2008 and apply quality methodologies to the business unit.
- To take the lead role in co-ordinating the departmental response and the resolution of significant technical issues arising from major applications and partnership working with our partner architects and stakeholders.
- As an Employee of Torbay Council all roles are expected to work in a way that ensures vulnerable children and adults are safeguarded and report any safeguarding concerns in accordance with established policies and procedures. The Designated Senior Lead for Safeguarding is the Chief Executive and Director of Children’s Services.
4. Budgetary/Financial Responsibilities of the post
- Ensuring that a zero based and balanced budget is continuously monitored using the FIMS financial management system and provide exception reports for any significant variances for the business unit.
- Control the management of allocated funding to facilitate the satisfactory completion of projects identified in the balanced score card.
- Participate in the budget setting process of the service by advising the Senior Service Manager of identified efficiency savings and budget pressures.
- Manage the Building Regulation Fee Earning account and the issuing of an annual statement of income and proper costs in accordance with statute.
5. Supervision/Line Management Responsibilities of the post
- To plan, co-ordinate and manage the Building Control and associated technical support staff and resolve any conflicting priorities.
- Prepare service specific training plans and monitor
- Continuing Professional Development of staff through RADAR and the Competency Framework having regard to Health and Safety, business need and budget.
- To be responsible for the monitoring and implementation of Human Resources policies relating to all matters of management and performance of staff.
