All local Authorities must ensure that there are sufficient good school places for all pupils, including those with Special Educational Needs (SEN) and disabilities. To support this duty the Government has awarded SEN Capital Funding specifically for the creation and improvement of specialist provision for children and young people with these needs.

As an authority, Torbay aspires to create a well-planned continuum of provision from birth to age 25 that meets the needs of children and young people with SEN and disabilities. Therefore, following a review of current provision and demand, the authority has identified four areas the SEN Capital Funding could be invested in.

This consultation is an opportunity for children and young people with SEN and disabilities, their families and providers, to consider what is being proposed and feedback their views. Responses received will then be used to help inform decision making on how the funding will be allocated.
