Based on feedback from parents, families, young people and children we are looking at to change the way some services for children, young people and families in Torbay are configured and delivered and we want to ensure that you have an opportunity to have your say on these changes.

Things that might change

The current services included in the plan are:

  • Health Visiting
  • School Nursing
  • National Child Measurement Programme
  • Children’s Centres
  • Early Help Co-ordination
  • Team Around the Family Co-ordination
  • Family Intervention Team
  • Young People’s Substance Misuse Service
  • Advocacy and Independent Visitors Service
  • Missing and Return Home Interview Service

The proposal is that in the future there will be a single contract to deliver these functions from ‘Family Hubs’. We want Family Hubs to provide advice, information and support at the earliest possible opportunity to prevent issues from escalating. We believe that introducing these Hubs will:

  • Improve the co-ordination of services and support to service users.
  • Improve the experience for people using these services.
  • Ensure outcomes improve for children and young people.
  • Reduce the demand on more specialist health and social care services.

The estimated budget for this contract will be in the region of £18.45 million in total for the five year duration of the contract from April 2019. This will be over £800,000 less per year than the cost of the current combined services.

We want Family Hubs to be friendly, accessible, community based centres, helping people to access services directly themselves or to be signposted to the most appropriate services. We want our local community to be able to access the right help, at the right time in the right place for them.
