If someone living in your home is a student or student nurse and without them only one ‘adult’ lives there, you can apply for a 25 percent discount on your council tax.

If all the people living in the property are not counted you may be able to get a 50 percent reduction or you may not have to pay anything.

You are classed as a student for council tax if:

  • You are 18 or over and on a full time course at college, university or similar
  • You are a student nurse on a full time course at college, university or similar
    • A full time course is one that:
      • Lasts for at least one academic year
      • Requires at least 24 weeks of study a year
      • Requires at least 21 hours of study per week
  • You are under 20 years old and taking a course of further education
    • A course of further education is one that:
      • Is not above A level standard
      • Must be at least three months long
      • Requires at least 12 hours of study per week

Other student nurses for council tax are:

  • On a course which when completed will lead to registration under the Nurses, Midwives and Health Visitors Act 1979

We will need to see the certificate from the school, college or university. If you are attending Plymouth University or the University of St Mark’s and St Johns we may have proof of your course, if not we will contact you.

School leavers

A school leaver for council tax is someone who:

  • Is under 20 years old 
  • Left school or college between 1 May and 31 October 
  • Was taking a course of further education

If they reach the 20 years old before 1 November the discount will stop on their 20th birthday.
