Civic Mayor

The Civic Mayor of Torbay Council undertakes the civic and ceremonial role in Torbay and wears the Chain of Office.

The leadership and ceremonial roles in Torbay Council are distinct from each other.

The leadership - in the form of Leader of the Council and Cabinet - deals with the business running of the council, and works with private enterprise, industry and the voluntary sector to improve the standards of living for the people of the Bay in delivering local services.

The Civic Mayor is responsible for chairing meetings of the council.  The Civic Mayor also undertakes civic and ceremonial duties in the Borough and attends community engagements and represents Torbay at civic events outside the area on behalf of Torbay Council.  The Civic Mayor is always expected to act impartially and in a non-political way.

Cllr Paul Spacagna

Cllr Mark Spacagna was appointed the Civic Mayor at the Council meeting on 16 May 2023.

Cllr Mark Spacagna was born and raised in Torquay where he has strong family ties. Mark was educated in Torquay, he attended Sherwell Valley Primary School then went on to Audley Park. 

Mark has been supporting local charities for a number of years, in his capacity as a Committee Member of The Rainbow Ball, held in Torquay, to volunteering during the Covid 19 outbreak. During the Covid lockdowns, Mark was collecting prescriptions, taking vulnerable people to hospital and Doctors Surgeries and queuing up in supermarket queues with residents shopping lists. Mark has recently been campaigning for safer roads and is a champion for local businesses, raising their profiles across our wonderful Bay and surrounding areas.

Cllr Spacagna has chosen Rowcroft Hospice and Torbay Hospital League of Friends as the two charities he will be raising funds for during his term as Mayor and will be holding Civic events throughout the year to fundraise for these two hard working charities.

Cllr Spacagna is looking forward to his upcoming year as The Worshipful The Mayor of Torbay with the support from his Deputy Mayor Councillor Hannah Stevens.
