This position FULLY SUPPORTS 100% HOMEWORKING, completely embracing the flexibility of remote working and removing all geographical limitations, to enable us to focus on recruiting the most suitable person for this important leadership role, without the concern of relocation.
This flexible approach has already allowed us to recruit other highly experienced members of our benefits team who live a considerable distance outside of Torbay. All of our assessment officers are also homeworking, many of whom already live within Torbay but have found the homeworking arrangements we have put in place promote a conducive environment to support their work duties and wellbeing.
We are seeking to recruit an experienced, forward thinking, motivated Team Leader whose technical abilities and extensive people management skills will confidently serve them to lead, manage and inspire an established team of Housing Benefit Assessment officers.
The successful candidate must possess an extensive knowledge of current Housing Benefit legislation as well as the proven ability to assess all formats of complex benefit claims, providing constructive feedback, technical advice and personal development of the assessment staff.
You will be actively encouraged and empowered to champion new initiatives, fusing previous knowledge and experience to best serve the challenges of the future, delivering innovation and improvements to transform our service delivery.
You must have a proven current ability to assess all formats of complex Housing Benefit claims as well as providing constructive feedback and support to Assessors. This key role will enable assessment staff to develop and refine their technical skills to process claims to the standards required for Internal and External Auditors.
The successful applicant will be capable of working within a fast paced environment, possess the ability to adapt to ever changing situations, be able to prioritise and manage multiple work assignments and special projects.
Candidates must apply a problem solving and decision making approach within all aspects of their role, demonstrating drive, enthusiasm and task ownership.
Efficient and effective time management skills are essential within this role.
Torbay use Civica IBS Open Revenues and Civica W2 processing/document management systems, so a knowledge of these systems would be advantageous.

The role:
In the role of Senior Infrastructure Engineer, you will be responsible for the preparation of high-quality civil engineering highways and drainage designs, working collaboratively with both CASE Consultants and TDA Engineering colleagues, on a diverse variety of private and public sector projects.
The ideal applicant will be self-motivated, adaptable and able to work well in a team. You will need the ability to prioritise your workload to suit the demands of the role whilst maintaining an elevated level of professionalism and accuracy. Good written and verbal communication skills are essential.
The Senior Infrastructure Engineer will need to provide effective support to the senior management team and assist with the delivery of high-quality engineering consultancy services to our clients.
Job Requirements:
- Degree qualified in Civil Engineering.
- Chartered or Incorporated Engineer status is desirable.
- Excellent communication and organisational skills.
- Ability to work to deadlines and multi-task.
- IT proficient.
- Highly experienced in the use of AutoCAD and PDS.
- Competent in the use of WinDes.
- Highly experienced in all aspects of highways and drainage design, including the preparation of Flood Risk Assessments, Drainage Strategies and technical submissions for Section 38, 278 and 104 agreements.

The role
Now is an exciting time to join TDA. The UK Shared Prosperity Fund (UKSPF) Programme Manager is a new role that requires a wide-ranging skill set to contract manage a £1.76M programme.
This programme is integral to Torbay’s Economic Growth Strategy 2022-2030, so you will play a key role in helping to transform Torbay’s Economy.
Through this role, you will enable and oversee the delivery of a range of projects that will:
- Strengthen our social fabric through developing a sense of local pride
- Deliver business support programmes that will support the growth our key sectors
- Accelerate the growth of if our hi tech sector
- Drive forward carbon reduction in our business community
- Help those furthest from the labour market to find work
- Enable those in work to access training and support to develop their skills
We require a Programme Manager to oversee the commissioning and delivery of the UKSPF programme as set out in Torbay’s Investment Plan. You will be required to work effectively with local public, private and voluntary sector partners, grant recipients and monitor and report progress to a Programme Board and to government.
As the Programme Manager you will be responsible for ensuring the programme is delivered to time and to budget, ensuring that the projects commissioned align to the strategic economic needs of Torbay and deliver good value for money.
This is a fixed term position until end of April 2025.
The ideal candidate
Knowledge and skills required:
- Experience of contract delivery, and management.
- In depth knowledge and understanding of the principles of supplier relationship management and contract management.
- An awareness of current political and economic issues facing Torbay and how these relate to the UK Shared Prosperity Fund Investment Plan.
- The ability to manage multiple and complex contracts, taking full accountability for all aspects of delivery, and ensuring that all stakeholders are fully engaged.
- Ability to develop sound interpersonal relationships, with excellent communication and presentation skills.
- Ability to work to challenging deadlines and work with competing demands.
