The demand for the Housing Options Service is increasing and we think it will continue to do so for some time to come. An increasing number of people are finding themselves at risk of homelessness, often through no fault of their own.

The housing market and lack of affordable options are making it increasingly challenging to help people find the homes they need. We recognise the need to develop our service in response to increased demand and are committed to developing creative and innovative ways to prevent and relieve homelessness.

Determined to change the culture of our response to homelessness in Torbay, we aim to shift from a reactive offer of help when people are in crisis to one of proactive prevention activity that empowers and enables our clients and the people working with them to find resolutions to the situations they face.

We are investing in additional resources to ensure deliverability of our aims and we have an exciting opportunity to join our team Housing Options Officer. We are looking to recruit to two permanent posts and a 12 month fixed term post.

We are seeking people who have either a proven track record of working within a challenging frontline housing service or people with transferable skills, particularly in customers service settings. The Role

The TDA Group Communications team are looking to appoint a permanent member of their team on either a full time or part time basis to help support the delivery of the TDA Group communications, with a focus on the following:

  • Delivering an effective and efficient internal and external communications service for TDA Group and its various business activities and functions.
  • Creating effective and engaging content including writing press releases, case studies, articles, emails, newsletters and content for social media
  • Website maintenance across the group
  • Supporting communications activity for other projects delivered by the TDA providing positive and professional support to colleagues across the TDA group.
  • Raising awareness and enhancing the reputation of the TDA Group.

The ideal candidate:

  • Proven effective and excellent communication skills
  • Effective digital communications experience
  • Demonstrable experience of developing and implementing effective social media campaigns and conducting post-campaign success/effectiveness analysis
  • Experience of working in a marketing / communications environment

This is an exciting opportunity to work in a stunning coastal location and join a dynamic and growing in-house legal department which delivers an efficient and high-quality legal service to its client departments within Torbay Council. This post holder will ideally have comprehensive knowledge and experience in handling a caseload of contentious regulatory matters, including licensing and prosecutions and will be required to provide comprehensive advice to Council departments covering a wide spectrum of public services. 

You will be a qualified Solicitor, Barrister, or Fellow of the Chartered Institute of Legal Executives, with at least 3 years PQE, a flexible team player, adept at communicating with a wide variety of different audiences and be able to work to deadlines with a diverse and busy local authority. Local authority experience is desirable, but not necessary.

About the role….

Our Multi Skilled Civil Enforcement Officers enforce road traffic orders by issuing Penalty Charge Notices, and are the eyes and ears of the local community, patrolling areas whilst wearing a body worn video, providing advice to residents, and members of the public. You will play a significant role in reducing traffic congestion within Torbay through the enforcement of parking restrictions.

What you’ll be doing….

You’ll need to be comfortable and enjoy dealing with members of the public and able to handle any potential conflict, you’ll also need to be happy to work out-doors in all weathers as this is an active role where you will be walking up to 10 miles per day. Be comfortable working alone, but part of a team acting on your own initiative achieving the standards set out in our operational guidance, be self-motivated and have a good deal of resilience.

Be friendly, polite, and willing to offer support, advice and assistance to colleagues and customers.

You’ll be provided with all the uniform and equipment required. No previous experience is required as full training will be given, but previous experience in parking or traffic management, security, community safety, customer service, debt collection or enforcement would be beneficial.

You’ll be working as part of a friendly and supportive team, working an average of 37 hours per week on a rolling rota covering shifts between 7am and 10pm 7 days a week. We aim to balance your needs and that of our service, so flexibility is required.

Key Purpose of Job

  • To be the “Competent Person” Health and Safety across the TDA Group and co-ordinate, support and advise the business on all aspects of Health and Safety. To establish, manage and monitor standards, processes, communications, training and systems to ensure all Health and Safety responsibilities for TDA Group and for our clients are being met.

  • To review and update the HSB insurance website ensuring relevant records are migrated to the Assure platform and monitor through to satisfactory completion.

  • To manage H&S training on behalf of the organisation.

The Ideal Applicant:

  • NEBOSH Diploma in Health and Safety or equivalent at degree level, or a similar postgraduate qualification.
  • Ability to embrace an increasingly wide knowledge base such as new technology, identifying hazards and determining the impact on the workforce.
  • Attention to detail and ability to maintain accurate records to provide accountability and deliverability
  • Ability to plan programmes of work in advance and prioritise according to risk
  • Ability to elicit information in a variety of formats to allow a robust assessment of risk.
  • Ability to identify service improvements and influence effective and sustainable change within a large organisation.
  • Evidence of successful training delivery to varied audiences.

SWISCo manages and operates several statutory services on behalf of Torbay Council. These include, waste and recycling, highways fleet and transport, parks and green infrastructure and related support services

We require a number of HGV Drivers to work within the Waste and Recycling service to undertake collections directly from residential properties including domestic refuse/household waste collection, food waste and recycling.

This is a time critical role where maintaining effective and timely service delivery that meets the requirement of the company and the community is priority whilst maintaining safe working practices throughout the role.

Predominantly operating an HGV vehicle in accordance with the relevant legislation, you will hold a current class 2 HGV licence and have an awareness and understanding of the health and safety implications that can affect HGV driving in the community.

Due to the nature of the role it requires an early start and ability to work regular overtime, significant concentration, impeccable road sense and attention to detail. The role will also encompass manual handling, including sorting, separating, and bulking of recyclable materials both on the kerbside and at the depot, lifting items such as recycling boxes or varying weight, carrying and walking or wheeling wheeled bins.

Key requirements of the role include:

  • Current and clean full UK Driving Licence
  • Class 2 HGV licence holder
  • Current CPC
  • Exceptional personal effectiveness skills and time management
  • Able to work on own initiative proactively and with the minimum of direction
  • Safe and effective manual handling ability
  • Excellent interpersonal and communication skills
  • Effective team player
  • Flexible - Ability to work overtime at short notice
