Decision:

That the following Councillors be appointed to the Harbour Liaison Forums:

 

1.       Torquay and Paignton Harbour Liaison Forum:

 

1 Liberal Democrat allocation – Councillor Fox

1 Conservative allocation – Councillor Hutchings

 

2.       Brixham Harbour Liaison Forum:

 

          1 Conservative allocation – Councillor Hutchings

Reasons for the decision:

To enable Councillor representatives on the two Harbour Liaison Forums.

Alternative options considered:

Not to appoint Councillors to the two Harbour Liaison Forums.

Implementation:

This decision will come into force immediately.

Information:

At a meeting of the Leaders Meeting a request was made to appoint Councillor representatives to the Torquay and Paignton Liaison Forum and the Brixham Liaison Forum, in accordance with political balance.  The Liaison Forums are classed as outside bodies for the Council’s Governance arrangements and therefore falls to the Chief Executive, in consultation with the Group Leaders, to confirm the appointments.

 

The terms of reference of the Harbour Liaison Forums is as follows:

 

1.       To provide a mechanism for the views of user groups, local businesses, clubs, agencies, statutory bodies and organisations to be fed into the harbour management team and the Harbour Committee.

 

3.       To improve the representation of harbour stakeholders, across all sectors, for the benefit of their whole harbour area.

 

4.       To increase democratic participation in Tor Bay Harbour by local user groups, businesses, clubs, agencies, statutory bodies and organisations.

 

5.       To encourage openness and transparency.

 

6.       To help develop harbour plans in line with the Tor Bay Harbour & Maritime Strategy.
