The THAAP will provide the framework for development and regeneration in the Harbour area. It covers the period up to 2026 and seeks to improve the quality of the built environment and tackle weaknesses in a number of areas. The Plan sets out a clear vision for the future of the harbour area, a set of supporting objectives and a range of development proposals and policies. It includes a strategy for the Plan’s implementation and for monitoring its delivery.
The Regulation 27 Pre-Submission document is the Area Action Plan the Council proposes to submit to the Secretary of State. It has had regard to national planning guidance, a wide ranging evidence base, including various strategies and thematic studies, and key local drivers for regeneration, such as the Community Plan and Mayor’s Vision.
The THAAP has been prepared in accordance with the Development Plan procedures set out in the Town and Country Planning (Local Development) (England) Regulations 2004 and as amended in 2008 and 2009.
The previously produced Regulation 25 documents - ‘Issues and Options’ (April 2006), ‘Consultation Draft’ (September 2009), and comments received during this public participation stage have formed the basis of the Regulation 27 Pre-Submission document. The Regulation 25 stage documents can be viewed on the Torquay Harbour Area Action Plan Archive webpage.
Subject to the outcome of the Regulation 27 consultations, the Council will proceed to Submission, making any minor amendments that are necessary.
Regulation 27 Phasing and Delivery Schedule
The ‘Phasing and Delivery Schedule’ is to be included as part of Chapter 6 of the main THAAP document.
The Schedule provides information on how the Council expects the policies in the Area Action Plan to be delivered, by when and who will be responsible. It includes information relating to some of the potential funding sources that may support future development.
The Schedule should be read in conjunction with the version of the THAAP we consulted on in November and December 2010. This supplementary information has been produced in response to a request from the Planning Inspectorate.
Sustainability Appraisal
Under the Planning and Compulsory Purchase Act 2004, Development Plan Documents, including Area Action Plans, with land use implications require a Sustainability Appraisal to run parallel to its development. The sustainability appraisal process feeds into the various stages of the THAAP to ensure full consideration is given to the social, environmental and economic impacts.
A Habitats Regulations Assessment has also been produced to assess the impact of the THAAP against the conservation objectives of European Sites within and in the vicinity of Torbay.
