Mayoral Vision Programme

Torbay like many places faces extra-ordinary challenges over the next two decades. These range from the global - climate change, rises in sea levels and dramatic changes in the lifestyles of its citizens, to the more localised issues - a buoyant South West economy, and its resultant pressure for growth - more homes, more people, more traffic!
Torbay Council, Torbay Development Agency (TDA), the Strategic Partnership and more specifically the Mayor have begun the process of mapping out the future. The Community Plan describes a vision to drive forward economic prosperity based upon four key themes:
  • Pride in the Bay
  • Stronger Communities
  • Learning and Skills for the future
  • And underpinning it all, the New Economy
The Vision and the themes that underpin it will help shape all manner of projects and initiatives. Using New Growth Points funding Torbay Council, TDA and the South West Regional Development Agency appointed Exeter-based master planning and urban regeneration specialists LDA Design to develop the Mayors vision into a series of projects and initiatives that can meet the objectives of the vision and the Community Plan.
February 2008 saw the launch of the New English Riviera Action Framework Plan and Vision. These documents showcased 19 transformational projects that if implemented could transform Torbay. Since the publication a further 4 projects have been included and no doubt over time more projects will be added to the Mayors Vision Programme.
We are delighted with the response to the Mayors Vision and have had well over 55 Developer meetings.

Latest News

It became evident early on that to turn the vision into reality there are two key dependencies to the success of the Mayors Vision. The Authority needs sound advice with regards to Building Height and to gain an understanding on the impact of the projects on car parks and transportation.
The two key dependencies are:
Atkins have been commissioned to undertake the SCPTS and Urban Initiatives to undertake the BHS.
Atkins is currently gathering data, such as understanding the nature and level of existing traffic and travel patterns as well as looking at parking demand and supply. Traffic surveys, auditing and analysing existing parking stock, and key strategic routes are also being reviewed.
As part of the BHS process we are inviting members of the public to attend ‘drop-in’ events to provide some feedback and to investigate using the 3d interactive model. Details of the events can be found on the Building Heights page. Once feedback has been received the final report should be available in March 2010.
