The development of the second Local Transport Plan (LTP2) began in the summer of 2004 following the Government’s publication of the LTP2 Guidance document. The submission of a Provisional LTP, in July 2005, resulted in an assessment that highlighted areas for further development and improvement. Consequently, the Government judged our Provisional Second LTP submission, covering the periods 2006 to 2011, as being ‘Promising but needs more work’.
The Government’s assessment was made considering 6 basic criteria: Context; Analysis; Maximising Value from Resources; Involvement; Performance Management; and Priorities. It was considered that although all of these areas had been addressed, presentation, clarity of information and context were the main areas that required attention. The final second LTP submission was made in late March 2006 following the full approval of Torbay Council earlier in the month.
The Government’s assessment of how Torbay Council had progressed, in the addressing those issues raised in the assessment of the provisional document, was evidenced from the information contained within the final March 2006 submission. The results of that assessment has resulted in Torbay Council receiving an Excellent rating for the Second Torbay Local Transport Plan covering the period 2006 to 2011.
2008 the council lodged it’s mid-term progress report (see Related Documents) on it’s 2nd Local Transport with the Government of the South West for review.
The response (see Related Documents) was received in January 2009, which although slightly disappointing, gives the Council encouragement for the future.
Strategic Environmental Appraisal
Part of the LTP2 process requires a Strategic Environmental Assessment (SEA) to be carried out. Part of this SEA process is to produce a scoping report to invite consultation on the information and objectives (the scope) of the appraisal.

The Environmental Statement documents how the recommendations and comments from the Environmental Report have been incorporated into the LTP2. The Environmental Statement also demonstrates how the consultation responses to the Scoping Report and Environmental Report have been considered in both the SEA process and in the LTP2.
