The Local Transport Plan 3 (2011 – 2016) has identified the continued provision of funding from the capital programme for Traffic Action Zones.
As part of the Integrated Transport Allocation, £200,000 has been allocated in 2011/2012, for the purpose of implementing a Traffic Action Zone in and around the St Michaels area of Paignton as shown on the zone boundary plan (see related documents below).
These works will target improvements in:
- Cycling Routes
- Footway improvement works
- Highways Safety
- Landscaping
- Lining improvements
- Links to Public Transport
- Pedestrian Safety
- Sheltered parking
- Signing improvements
- Speed Reduction Measures
- Street lighting
- Traffic Calming
All these measures should improve conditions for vulnerable road users such as the young, elderly pedestrians and cyclists in the area.
We are looking to gauge local opinions on what highway related problems there may be in the area that are important to the local residents and businesses.
The objective of the project is to enable communities to become involved with the re-design of their streets to reduce vehicle speeds and provide safer/better access to the schools and elderly facilities within the TAZ. We aim to work together with communities to develop high quality, but low cost capital and revenue solutions to problems they face on their streets.
Therefore we have written to approximately 2,400 properties within the area, asking residents if they could take a few minutes to fill in a postcard questionnaire, so that we can produce some traffic designs and proposals based on the collated information received.
This will enable us to resolve and prioritise any problems there may be in the zone, before we display our proposals at a Community Consultation Day, which will take place in late August/early September 2011.
We would urge residents to look out for notices of this event in the post nearer the time, whilst other methods which will be used to inform the public of this date will include:
- Local community forum
- Notices within the zone
- The local media (including The Herald Express and Palm FM)
- Torbay Council website
This means that this is an opportunity for the residents of the area to have their say about traffic issues, as we have funding available to carry out works which may resolve any problems that are important to them.
From the responses received we have drawn up a series of proposals for this area and If you are interested in viewing the plans, then these will be on display in the Beesley Room, Clennon Valley Leisure Centre during the 2-3 September 2011 and the event will be open from 10am 4pm on both Friday and Saturday.

A report will be presented for consideration by the members of the People (Communities) Policy Development Group on October 6th and should these proposals be approved work will start shortly afterwards.
It is planned that all proposed works will be completed by 31 March 2012.
