The Council has designated specific parts of Torbay as Principal Holiday Accommodation Areas (PHAAs). These form an important part of the Local Plan policy framework which seeks to protect PHAAs from development or changes of use which would be detrimental to their character and role. These are monitored every August, the peak of the holiday season. The monitor records all land uses in the PHAAs and includes information on the quality of the holiday accommodation each provides, along with a ‘health check’ of each PHAA. This data provides supporting information in the Annual Monitoring Report (AMR) which reports to Regional and Central Government.
