Library Policies

These statements and documents (copies below) have been drawn up to reflect Torbay Libraries Policy & Strategies in a number of key areas:

ICT Strategy

ICT is a key enabler for the library service and for accessing current information and interactive services for all sections of the public. The application of the ICT strategy will help to lead the library service forward in the pursuit of local, regional and national objectives. These include Public Library Standards, Framework for the Future, Lifelong Learning, and Social Inclusion.

Policy Statement on Disability

Torbay Library Services is committed to a policy of equal opportunities for disabled customers and staff and aims to create an environment which enables them to participate fully in the use or provision of services offered. For the purposes of this policy, disability is understood in the broadest sense and, in addition to mobility and sensory impairments, includes mental health problems, specific learning difficulties and medical conditions which may have an impact on day-to-day activities. This understanding thus reflects the definition of disability under the Disability Discrimination Act 1995.

Policy Statement for Inclusion Services

The Inclusion Services unit aims to provide and develop library services to elderly, disadvantaged and socially excluded people in Torbay. The unit will also offer support and advice to agencies, individuals and staff members as required.

Policy Statement for Local Studies Services

The aim of the local studies service is to assist library users with their enquiries through the provision of a wide range of resources reflecting the history of, primarily, Torbay but also the wider geographical area of Devon. The service will cater for personal visits, telephone enquiries and correspondence, both electronic and conventional.

Policy Statement for Reference and Information Services

The aim of the Reference and Information Service is to assist library users with their enquiries through the provision of a broad range of relevant and up-to-date print and non-print resources, delivered by knowledgeable and well-trained staff. The service will  to satisfy enquiries at the point of demand, or to provide accurate and timely referral where appropriate.

Policy Statement for Services to Children and Young People

The overall aim of the service is to foster and nurture a love of books and reading that will remain with children throughout their lives so that children and young people will view the library as a resource to support lifelong learning and reading for pleasure.

Policy Statement on Posters, Notices and Leaflets

There is an acknowledged pressure upon libraries to display posters and leaflets on their premises. As display place is limited, this policy has been formulated so that competing demands may be dealt with fairly.The following is a policy statement on what may and may not be accepted for display in library premises.

Stock Policy Document

The Stock Policy sets out in detail the principles governing the purchase and management of materials for Torbay Libraries. It is revised annually. The underlying ethos of the stock policy is to purchase stock supporting learning, providing inspiration and enjoyment and promoting reading and developing literacy.
