In order to improve openness and transparency in public spending, all Councils are required to publish details of items of expenditure over £500.
In June 2010, the Secretary of State for Communities and Local Government wrote to all local authorities informing them they would have to publish expenditure on items over £500. All councils are formally required to publish this data from 1 January 2011. In order to demonstrate a commitment to complete transparancy we have decided to also backdate our initial publication of data to 1 April 2010 (the beginning of the financial year). We will publish new data calendar monthly following the closure of accounts for the preceding month.
The reports can be found at the bottom of this page.
The data is taken directly from the council's financial management system and the amounts shown exclude the VAT element.
There are some items of expenditure that are excluded from the reports. These are:
- Payments of less than £500
- Banking investments
- Payments relating to employee & member remuneration
- Payments relating to benefits and homelessness payments
- Payments relating to vulnerable people or children (i.e. Foster Carers)
- Individual report lines may include payments under £500 for the following reasons:
- Once the VAT element is included the total is more than £500
- The invoice for more than £500 has been broken down across different areas of expenditure
- The invoice contains multiple lines and together they total more than £500.

DATA Format
We are publishing the data (see Related Documents) in two formats.
- PDF file format - This the easiest format to read the data but does not allow the data to be easily analysed or sorted.
- CSV file format - This allows greater flexibility of how you use the data, and will allow you to upload the data into other applictions (such as Microsoft Excel) if required. These files are layed out in the standard format required by the Government.

Salary Disclosure details
In accordance
with the commitment of the council to improve transparency regarding the details of
senior council posts this Salary Levels link goes to those posts and details the level of remuneration
provided
for them and, where possible, their Job Descriptions.
The council is currently in the middle of a comprehensive re-organisation
and, because some job
functions are being merged, a few of the senior Job Descriptions could not be finalised by the time
this material was published. As soon as the re-organisation has been completed and fresh Descriptions
created they will be provided through this Salary Levels link.
There is one outstanding post for which disclosure is being sought. The details
of this will also be
provided once this is obtained.
