Torbay Council will be using the equality standard for local government as a framework for achieving, integrating and maintaining equality and inclusion.
There are 5 levels to the standard:
- Commitment to a Comprehensive Equality Policy
- Assessment and Consultation
- Setting Equality Objectives and Targets
- Information Systems and Monitoring against Targets
- Achieving and reviewing outcomes
The levels act as building blocks – helping a local authority establish key processes from which to continuously improve. The Council reached level 2 of the equality standard in 2006/07. In March 2008 the Council were successful in achieving level 3 of the standard following a Peer Assessment by the Improvement and Development Agency (IDeA). The Council are one of only 4 authorities in the South West (March 08) to have achieved Level 3.
As part of the assessment the Council was considered to have the following main strengths:
- Strong corporate leadership in relation to equalities
- Creative and innovative ways of reaching stakeholders
- Robust tools in place for monitoring equalities performance
And areas for improvement:
- Ensure equalities monitoring is embedded within the new Commissioning framework
- Develop equality targets around sexual orientation, religion and belief and age
- Continue the momentum with regards to the employee forums
