Business Travel Planning

As part of Torbay Council policy all future non- residential developments will require a travel plan and/or a transportation assessment.

This page is designed to give you all the information you need to write, implement and monitor a Travel Plan.  It will also give you pointers on how to access money to fund voluntary Travel Plans and undertake Transport Assessments.

There are two introductory Guides to Travel Plans: A Guide to Business Travel Plans and A Guide to Leisure Travel Plans, the latter is specifically for Tourist Attractions and Accommodation.  These documents will help paint a broad picture of how to develop a Travel Plan.  It is possible to put together a Travel Plan just using this guidance but the other tools provided are designed to make your task easier.

For all Travel Plans, regardless of size, it is best to start by conducting a survey.  This way, you know what travel habits your staff have.  For new developments, this may not always be possible as developers may not know who the end user is.  If this is the case, you are advised to discuss this further with the Strategic Transport Team.

In undertaking a survey, you primarily want to find out how staff travel to and from work or how visitors travel to your site.  This may be a fairly straight-forward process, especially if you have a small number of staff.  However, it is advisable to ask why people to travel the way they do and what stops them from travelling by another means of transport.  To help you, an example Travel Plan Survey is provided, which you may use as it is or adjust as you feel appropriate. You may also wish to carry out a Site Audit which will help identify areas on your site or near to it that need improvement. Remember, someone in your company needs to collate this data – Torbay Council cannot assist with this aspect of Travel Plan development.  If you use part or all of the survey provided, you will also be able to utilise the Data Collection and Analysis Tool which will save you time.

In planning terms, any development that does not have actual modal split data for a site must conduct a survey within six months of occupation and submit the results to Torbay Council for approval of targets for the Travel Plan.  Developers may use Interim Modal Splits derived from Transport Assessments, subject to a full survey being undertaken within six months of occupation.  Again, these results must be submitted to Torbay Council for approval of targets for the Travel Plan.

Once your modal split has been determined, or a mechanism has been put in place to determine it, you can start writing your plan. To facilitate this process, a skeleton Travel Plan has been provided based on the number of employees.
