Moving Traffic Forward

Parking Services are responsible for all Council off street Car Parks and enforcement of all parking regulations both on and off street across Torbay. We want to:

  • Encourage sensible and safe parking in Torbay, which will benefit all road users including pedestrians, cyclists, bus passengers and emergency services.
  • Reduce illegal, dangerous and inconsiderate parking.
  • Cut congestion and the resulting pollution it causes.
  • Help the emergency services to get across Torbay.
  • Keep Torbay moving.

Torbay Council has appointed a contractor who employs a team of Civil Enforcement Officers (formally known as Parking Attendants) to patrol the streets and car parks to help motorists and enforce the regulations when they are broken. Dressed in distinctive blue uniforms with an identification number, they will issue Penalty Charge Notices (PCN) to those vehicles parked in contravention of a Traffic Regulation Order (TRO). Their identification number will also appear on the PCN.

Decriminalised Parking Enforcement (DPE)

From 4 April 2005 to midnight 30 March 2008 Torbay Council was operating DPE under the Road Traffic Act 1991(RTA) taking over enforcement of parking regulations.

Civil Parking Enforcment (CPE)

From 31 March 2008 Torbay Council will be operating CPE under Part 6 of the Traffic Management Act 2004. This replaces the Road Traffic Act 1991.

Role of the Police

The Police are still responsible for public safety and moving traffic offences. The Police are also responsible for the enformcent of vehicles causing an obstruction in areas where there are no parking restrictions. In these instances call the Police on 0845 777 444.
